ABSTRACT
In this position paper we present and defend a set of statements regarding ERP procurement. The statements highlight the importance of ERP procurement processes and propose that they should be as well-defined and systematic as possible. For this reason, we advocate the use of formal notations for structuring the criteria used during
ERP selection, for describing ERPs with respect to these criteria and in general to help the whole selection process, including tool support. Finally, we point out several open issues that need to be considered. Most of the opinions expressed here arise from a real industrial ERP procurement experience.
Keywords
ERP procurement, ERP acquisition.
1 ERP PROCUREMENT MOTIVATION
A clear trend in both private and public companies with regard to their current options for software-based management Information Systems (IS) is the fast and wide proliferation of large packaged ready-made Enterprise
Resource Planning (ERP) systems, surely among the most extreme instances of current Customizable Off-The-Shelf
(COTS) software packages. We present in this and the following sections a set of justified position statements regarding ERP systems procurement, from which several open issues arise. In our first position statement we establish our opinion about what we believe to be the often neglected nature of ERP procurement:
Statement 1: ERP procurement becomes a strategic and mission critical process for those organizations considering the adoption

Mas Business Transformation Plan

...Five Star Value Carrier: Business Transformation Plan (BTP 2) Disclaimer This Business Transformation Plan (BTP 2) document is issued to staff and external stakeholders with the following disclaimer in line with Bursa Malaysia guidelines: 1. These headline Key Performance Indicators (KPIs) in the BTP 2 are targets/aspirations set by Malaysia Airlines to reflect transparent performance management practices. To all intents and purposes, financial figures referred to as ‘forecasts’ and ‘estimates’ in the BTP 2 are KPIs. 2. These KPIs should not be construed as forecasts, projections, estimates or representations of the company’s future performance, occurrence or matter as the KPls are merely a set of targets/aspirations of future performance and aligned to the company’s strategy. It is our view that because the airline industry faces a tough business environment which MAS is not spared from, it is only appropriate that we disclose information to the public, in a manner that is as balanced and objective as possible. It should be pointed out that in this BTP 2 document, while MAS is announcing its 5-year (2008 - 2012) P&L aspirations, this does not necessarily mean that MAS will make the said profits during the period. The BTP 2 and its targets have been approved by the MAS Board of Directors, but are not to be considered as forecasts reviewed by external auditors. In the public sector environment, IT can be a powerful tool for improving the delivery of government services with better collaboration among various governments. Therefore, the Malaysian Government, similar to many other governments, has planned and implemented a number of programmes to embrace the digital world by transforming itself to deliver information and services electronically. In public sector audit and accounting practices, the Malaysian Government has experienced local reform aimed at escalating transparency, streamlining accountability and improving overall financial management in line with international standards and practices. The purpose of this study is to evaluate the impact of computer-based accounting systems (CBASs) on the effectiveness of performing accounting tasks by Malaysian public sector agencies (PSAs). This study focuses on the impact of performancebased outcomes at three levels: individual task, accounting-related task, and organisational level...
