Resolution of the
World Health Organization

After meeting in Geneva in May 2003 for the Fifty-Sixth World Health Assembly, the WHO outlined its Global Initiative for the Elimination of Avoidable Blindness, or VISION 2020 plan.

The WHO urges national governments to:

• Set up, not later than 2005, a national VISION 2020 plan, in partnership with the WHO and in collaboration with NGOs and the private sector.

• Establish a national coordinating committee for VISION 2020 or a national blindness prevention committee, which may include consumer or patient groups, to develop and implement the plan.

• Commence implementation of such plans by 2007 at the latest.

• Include effective information systems with standardized indicators and periodic monitoring and evaluation, with the aim of showing a reduction in the magnitude of avoidable blindness by 2010.

• Mobilize resources for eliminating avoidable blindness.

In turn, the WHO agrees to:

• Maintain and strengthen the WHO’s collaboration with governments and all partners of the initiative.

• Ensure coordination of the implementation of the VISION 2020 plan, by setting up a monitoring committee grouping all those involved, including national government representatives.

• Provide support for strengthening national capability, especially through development of human resources, to coordinate, assess, and prevent avoidable blindness.

• Document, from countries with successful blindness prevention programs, good practices and blindness prevention systems or models that could be applied in other developing countries.

• Report to the Fifty-Ninth World Health Assembly on the progress of the Global Initiative.

...Some things about fairy tales we know to be true. They begin with "once upon a time." And they end with "happily ever after." And somewhere in middle the prince rescues the damsel in distress or as we know the princess. Of course, this is not actually the case. Many fairytales omit these essential words. But few fairytales in the Western traditions fail to have a beautiful, passive maiden rescued by a vibrant man, usually her superior in either social rank or in moral standing. So many questions have been asked. But my question is: why is it that the prince always saves the princess, why doesn’t the princess ever save the prince? In fairytales, one of the common motifs used is the allocation of gender roles to the characters. Females are usually seen as feminine, submissive, weak and dependent upon the stronger males. They usually act as caregivers, enhancing the gender role stereotype which suggests that women should be stationed “behind the scene”. The males in fairytales, on the other hand, are portrayed as masculine, authoritative and are usually introduced as heroes saving the female protagonists. Fairytales are an important socializing agent accompanying young children in their childhood years. Being consistently exposed to such motifs, they are likely to view such gender role ideologies as cultural norms and subconsciously adhere to it. Some people would say that I am obsessed, but I just think of myself as a huge admirer. At the young age of six, I took my first trip to Walt Disney. A big part of who I am is my love for Disney culture. From the day that my mom put in Toy Story, my enthusiasm for Disney spread like fire and, once kindled, blew into a flame. As a kid, I was curious to see, learn, and do just about everything. When I watched movies like Aladdin or Jungle Book, I was captivated by the great characters, the songs, and the exotic, faraway lands the movies introduced. My mom would play Aladdin, and I would watch the entire movie, then go to my neighbor’s house across the street, and go to my friend Ian’s house, and tell him, “We need to go explore!” I was convinced that if Ian and I walked far enough, we would come across a desert like in Aladdin, or a mysterious jungle with singing monkeys. Author Mimi Swartz in “Once upon a time in Laredo” correlates the complex history of the small border town of Laredo in south Texas with an annual debutant ball honoring the first United States President and his wife.
