M1 explain why human resource planning is important to an organisation
Internal planning factors:
The internal planning factors are what influences the organisation in what is already happening inside the organisation which include the skill requirements, organisational needs and workforce planning.
Organisational needs:
This is having all the correct roles filled within the tall structure with the suitable people in the business that can do the job right. All businesses will need change their organisational needs once in a while in the business this is due to the demand can influence the number of people needed in certain roles.
Oxford spires Academy will need to consider the following the work force plan this is to make sure that they have a good support of staff with the correct skills in order to cater for OSA needs and students. Therefore they may need new staff for a particular subject to make the subject grow and to provide students with the right learning of that particular subject. This can be essential in OSA as without the right amount of staff it can mean they will lack the ability to provide all the students with the right teaching and it can take time to work with everyone. If they were to have a big group due to less teachers for the business lessons it can meet not every students needs will be met and this have an effect on their overall performance. For example Cheney School were lacking enough teachers to teach ICT this then meant they struggle to provide students with the right teachers to teach them the subject and they couldn’t find anyone to teach the subject. Therefore the result of this meant the school had to get rid of the subject completely which affected the school as parents were not happy that students were not being taught the subject. Also this will affect some students who want to do ICT as a career if they are not doing the subject at all it will mean in terms of university there qualification will miss this out not doing it in GCSE or A-Level and it can mean they will lack the skills and knowledge that they should have learned in that time. Therefore this shows that the right amount of teachers in school is very important and which contributes to the overall education of students that will influence their future.
Another organisation need that OSA needs to consider is their current reward system this is when a business uses the method of evaluating and compensating their employees based on their performance the rewards are known as incentives to the employee. It is essential for OSA to do this as it will help with motivating their staff and to keep good teachers in the school. By rewarding them when they effectively complete work in the organisation is a key management tool if OSA properly do this they will create and maintain highly motivated employee working to develop the organisation. For example OSA can reward their staff by doing things such as giving them free periods in the week where they have a break from teaching and can mean they can have the time to plan for their next lesson or do any marking that they need to do. Another reward they can provide is moving the staff up a pay scale when they see their performance have improved. If the organisation employed someone new and their productivity wasn’t as good but once they start to improve OSA can reward them with giving them extra money. This will provide an encouragement to the staff and something to aim for as if they know they are earning the extra money just by improving students learning or doing something that makes them look they will likely to increase their productivity to get rewarded more.
Another organisation need that OSA can consider is key performance goals in the organisation that they can set or they have achieved. This can include the good grades that the students have achieved in GCSE as it shows they have improved massively. For example in Wikipedia their history page shows that they have ‘achieved outstanding GCSE results. 78% of students achieved 5 or more A*-C grades and 57% students achieved 5 or more A*-C grades including English and Mathematics.’ This is good as it is making them look good to potential parents deciding where to take their children as if they see how they are doing well and the school is the right school for their child. OSA may have a target for their students GCSE grades such as 75-A*-C and this can influence staff to increase their productivity to work towards this to make sure that they motivate students to achieve this.
They can receive strategic objectives so they are able to see if they are achieving them e.g. when Ofsted’s come to OSA they will receive an outstanding to see where they as what they are doing right and what they need to improve. This means that teachers will need to manage their lessons well by making sure that they are making a good impression such as preparing a good lesson not just to make them look good but the school look good to make sure that they contribute to this. This can mean it will help to bring in more year 7’s to the school as the school will consider the school to be good.
The organisational needs are important to OSA because they ensure that the school are employing the right people with the right skills that will benefit the organisations future needs. For example

Skills requirements:
This is the type of work or activity which requires the right knowledge and special training to successfully complete the work or activity. Every job requires specific skills and knowledge to do the job accurately therefore every business or organisation will include job description or other skills requirements that they will require for people to be suitable for the job.
For example OSA will include basic requirements that are needed to complete the job available such as basic qualifications are the first step. They must have the equivalent of at least GCSE grade C in English and Mathematics then they will need to get a degree and complete initial teacher training where it varies depending on the subject they want to teach. Also as well as a degree they should have qualified teacher status to become a teacher such as passing test in numeracy, literacy and information and ICT. OSA will only accept teachers who qualify with all of those things that meet the requirements to become a teacher in the school by teachers having the right people to teach the school they will create success with the students and the school.
Another skills requirement that OSA will consider with their teachers is for them to have good communication skills this is essential in the workplace, teachers need to know how to communicate well when it comes to reports and emails. This will make them deliver clear information to individuals and teams in OSA and avoid missing out on anything that may have been done because of poor communication skills. Also it will lead to unmotivated staff and students if the information is unclear and confusing. For example if a business teacher in OSA was to deliver a message about a student’s performance but the other teacher may lack the understanding and misinterpret the message that the business teacher meant the students was badly behaved this can affect the student as they will be in trouble of this which ca create confusion. The poor communication in the school can create lower efficiency that can mean a slower process will be made in terms of getting the message the right way.
Emotional stability is another important skill requirement this talks about how teachers will deal with positive or negative emotions such as fear, anger, frustration, hope excitement etc. some of these things may have an effect in the teachers at OSA. Therefore the school should ensure to make the teachers aware that they shouldn’t let these emotions get to them when they come to school to teach they should control themselves in all areas, including education. They should train themselves to have better emotions stability as a teacher with emotional stability can’t be a good teacher if they let their emotions get to them as it will mean it will affect students learning and performance.
On their website OSA include current available jobs that are needed to be filled and with the entire job they include the job description of what requirements they need to apply for the job. They have job available for the head-of-science role and in the job description it lists all of the requirements that potential applicants need. For example their raising standards which talk about leading and motivating teachers in the workplace to help them achieve challenging student targets and help them achieve them at the same time.

Workforce profiles:
This is the general view of the staff that are employed at an organisation, it is what they are going to need in terms of the type, size and quality of the workforce that will help them meet their objectives.
OSA will look at what they already have such as the skills, knowledge and experiences that they have and this will allow them to plan what they need in the future to help them improve their performance. The school will do this by advertising new jobs going on their website such as at the moment on their website on ‘work for us’ section they are looking for new biology teacher, chemistry and physics also the head of science faculty. This helps them bring in new teachers to the school that can up lift other staff within OSA and also brining in new experiences that they may have gained from working in other school or areas where they have gained skills that they can benefit others with.
There are many steps that OSA will take to contribute to the workforce planning that they will decide on how many and the right type of staff they require. For instance the workforce plan will establish what vacancies exist and then from this the job role that will be included the organisation will produce a job description and job specification for each job role that is being included on the website. This will then mean anyone who is interested will look though the job role carefully by evaluating the job description and job specification if they are the right people for the job.
The job description is a detailed explanation of the role and responsibilities that the teacher will be doing on a daily basis. This is essential to the applicants as they are able to read through what they should expect from the job and make a decision if it what they are interested in doing for a job. This will only refer to the job role and what it consists of rather than the person that the organisation needs. The job specification on the other hand will set out the kind of skills, qualification, experiences and personal attributes that the job role requires before being applied and it is what the applicant needs to ensure they possess. This will refer to the person rather than the job role and it is an important tool in assessing the suitable candidate that should apply.

External planning factors:
The external factors are those that will have an influence in the organisation from the outside of their direct control. These factors will include things such as the amount of money that is needed to pay them or the availability of employees to work for the organisation.
Supply of Labour:
This is the number of hours people are willing and able to supply at a given wage rate in a particular job. This affects OSA because when they start to grow rapidly they will eventually start to look into new areas such as new teachers that they need in the organisation this can be a challenge as it will depend on how workers will feel about the hours that is available. Or if they struggle to find the right people to fill in positions internally they will have to look into outside sources to get the right people in the organisation.
The UK’s labour force is at 32.7m workers out of an estimated population of 63.7m. There are many reason for this such as with most people when businesses increase their wages other workers will likely to enter the company attracted by the higher rewards that they will receive this can mean that the supply of labour will increase.
UK employment and unemployment levels- what is happening to the supply of labour/ effects to OSA Labour costs:
This is the costs of wages that is paid to workers during a period of time on a daily, weekly monthly or job basis and includes the costs of employee benefits and payroll taxes paid by an employer. In schools such as OSA 70% of their costs are labour costs this because most of the schools costs will go to them paying the staff to provide education to students in the school. In the UK, labour costs are also governed by the national minimum wage.
Workforce skills

Organisations can see the types of skills that are available in their local area or region. Businesses need to consider their future needs and those of their competitors in order to make sure they attract the right people - this may mean extra incentives being offered.
Government Policies:
Government policy and changes to education policies can lead to gaps in skills, or gaps in skills being addressed.
