نظام الاستشارات الهندسية

مقدمــــة :

يتكون نظام الاستشارات الهندسية حسب النظام المعمول به في دولة قطر كالآتي :

أولاً : الغرض من البرنامج :

ادارة ومتابعة المعاملات (الرسومات والتصميمات الهندسية) داخل اقسام شركات الاستشارات وايضاً متابعة الاشراف ونظام الاشراف) .

- الدورة المستندية المتبعة في نظام الاستشارات تمر بعدة مراحل تبدأ من مقابلة العميل للمرة الاولي وتسجيل بياناته كاملة في قسم خدمة العملاء و عمل اسكتش مبدئي واخذ موافقة العميل عليه ثم توقيع العقد والدخول في المراحل المختلفة للمعاملة والتي تمر بعدة أقسام داخل الشركة هي :

1- قسم المعماري : وهو المحور القائد لباقي الاقسام بعمل الرسومات التنفيذية بجانب متابعته لباقي الاقسام .

اولاً: البيانات الاساسية :

1- اعدادات البرنامج واعداد التسلسل التلقائي للمستندات.

2- بيانات البلديات : ادخال بيانات البلدية الخاصة بالدولة (المنطقة ، الاسم ، التليفون .....).

3- بيانات الملفات : الملفات الخاصة بالمعاملة عندما تدخل البلدية لأخذ الموافقة عليها يتم فتح ملف خاص بالمعاملة يحفطظ فيه (سند الملكية ، رقم الارض...).

4- انواع المشاريع : يتم تعريف انواع المشاريع (فلل ، شقق ، مجمعات.....).

- شاشات الحركة :

1- المعاملات : يتم فيها تسجيل المعاملة من بدايتها حيث يتم مقابلة العميل للمرة والاولي وعمل اسكتش توضيحي فيه واخد الموافقة عليه ثم تستمر معنا حتي يتم فتح ملف واخذ كل الموافقات الخاصة بها .

2- عقود التصميم : يتم عمل عقود بين العميل والشركة ويتم الاتفاق علي الدفعات المطلوبة من العميل (بداية العقد ، عند انتهاء التصميم ، الموافقة النهائية) .

3- دفعات السداد : يتم فيها ادخال الدفعات المسددة من العميل في هذه الشاشة .

الخدمات :

1- موظفي الخدمات (تكويد اسماء المهندسين العاملين بقسم الخدمات) .

2- انواع العمل (يتم تكويد انواع العمل في قسم الخدمات من خلال مرحلتي التصميم والبدلية) مثل تقييم ، مراجعة ، رسم ، صياغة ، اعداد ، تسليم اول مرة ....

3- الحركات : يتم عمل الحركات اليومية في داخل هذه الشاشة وياض يتم الاستعلام عن حالة المعاملة وموقفها حاليا واستعراض لكل الحركات السابقة عليها .

يوجد مرحلتين اساسيتين في هذه الشاشة (التصميم ، البلدية) كل مرحلة يتم عمل عدة خدمات في الرسومات (كهرباء ، مياه ، صرف صحي ، تليفونات ، دفاع مدني ، تكييف ، طرق) .

يتم ادخال الحركة وفيها المحددات التالية :

1- القائم بالتنفيذ والمهندس المسئول

2- نوع الخدمة (كهرباء ، مياه ،....)

3- نوع العمل (رسم ، مراجعة ، اعداد ....)

4- تاريخ التسليم وبداية العمل ، التاريخ المتوقع للانهاء .

5- تاريخ الاستعلام الفعلي وبناء عليه يت ماحتساب ايام التأخير عن كل حركة وتحديد حالة المعاملة في داخل قسم الخدمات.

- ايضاً مقابلة الاعمال التي اوشكت على الانتهاء ومعرفة المعاملات داخل المكتب ، خارج المكتب ، البلدية.

كل هذا يتم من خلال هذه الشاشة ويمكن طباعة حالة هذه المعاملة وكل الحركات عليها في داخل قسم الخدمات .

- يمكن ايضا معرفة اعداد المعاملات في مراحلها المختلفة داخل قسم الخدمات ، والاستعلام عن هذه المعاملات .

- يمكن الاستعلام عن المعاملات في اعمال الاقسام المختلفة من كهرباء ومياه وصرف صحي وتكييف.....).

المعماري

1- يتشابه المعماري في شاشتي انواع الحركات والموظفين مثل قسم الخدمات ، اما بالنسبة لشاشة الحركات فهي مختلفة ، حيث ان قسم المعماري هو القسم الرئيسي في المؤسسة ويتم من خلاله متابعة كل المعاملات في كل المراحل المختلفة من تصميم ورسومات تنفيذية ، متابعة اقسام الخدمات والدراسات والانشائي والمندوبين ....

شاشة الحركات المعامري تتكون من عدة مراحل كالتالي :

- الاسكتش

- رسومات تنفيذية

- طباعة

- الخدمات

- الانشائي

- دراسات

- البلدية

كل مرحلة لها عدة اعمال : رسم ، تصميم ، مراجعة يمكن تكويد هذا الاعمال بشكل سهل حسب احتياجات الشركة وعملها ، من خلال هذه الشاشة يمكن ايضا متابعة كل المعاملات في مراحلها والاستعلام عنها .

- ويمكن ايضا طباعة كل الحركات الخاصة بها .

- معرفة كل مهندس والاعمال المنوط به قيد التنفيذ والاعمال المتأخرة وكذلك التي اوشكت على الانتهاء .

ولأن القسم المعماري هو القسم الرئيسي في مكاتب الاستشارات فإنه ايضا يقوم بمتاعبة باقي الاقسام وتحويل المهام اليها ومتابعتها .

لذا فإن شاشة الحركات الخاصة بالمعماري لها الحق في الدخول على حركة الاقسام الاخري وتوزيع المهام اليها .

الاشراف

نظام الاشراف : يتابع العقود الشهرية الخاصة بالاشراف على المواقع وتنفيذها وكذلك متابعة المراحل المختلفة لتنفيذ هذه المشاريع .

تتكون قائمة الاشراف على الاتي :

1- مراحل الاشراف يتم تكويد مراحل الاشراف حسب متطلبات الشركة (اساسات ، خراسنة ، .....)

2- عقود الاشراف : يتم ادخال العقود ودفعات السداد في كل مرحلة وانواع الاشراف (حسب الزيارة ، شهرياً) .

3- فترات التوقف :

في حالة توقف المشروع يتم اداخل فترات التوقف .

4- الاستحقاق الشهري : يتم حساب المستحقات الشهرةي لكل عقود الاشراف وطباعة تقرير بها خاص لإدارة الحسابات لعمل الفواتير والمطالبة بالسداد.

التقارير

تتكون من تقارير لكل المعاملا الخاصة بكل قسم وكذلك حالة المعاملة ككل لتمكين الادارة للوثوف على حالة كل معاملة .

اولاً: تقارير الخدمات :

- يمكن عمل تقرير بالمعاملات داخل قسم الخدمات وفي في حالة كل معاملة في مراحلها المختلفة (كهرباء ، مياه ...) ويمكن تحديد مونات التقرير بالشكل الذي تراه الادارة .

- حركات المعاملات : طباقة كشف تفصيل بالحركات على كل معاملة لمتابعة كل ما حدث لهذه المعاملة .

- تقييم الموظفين ، طابعة كشف بالمهندسين والاعمال المنوط بها بتاريخ الاستلام والتوقيع وظهور ايام التاخير ومتابعة حالة المعاملات .

تقارير المعماري :

1- حركات المعاملات : يتم طباعة كل الحركات الخاصة بالمعاملة بداية من مرحلة الاسكتش ووصولاً الى مرحلة التسليم النهائي واصدار الرخصة .

2- تقرير المعاملات في خلال فترة :

يتم طباعة كشف بكل المعاملات داخل الشركة وحالتها ومراحلها والمرحلة التوقفة عندهال يمكن طباعة هذه التقارير بشكل يومي او اسبوعي للوقوف على حالة العمل وايضا متابعة المشاريع المتوقع انتهائها خلال فترة قريبة .

3- الموظفين : تقييم اداء المهندسين ومتابعة الاعمال الخاصة بكل مهندس .

4- احصائيات المعاملات :

طباعة قائمة بكل المعاملات احصائيات لكل نوع (فلل ، شقق ، مجمعات) خلال فترة معنية
