Bill Analysis The Hearing Protection Act of 2015 (H.R.3799) grants the permission to treat firearm silencers the same as long guns. If this bill is passed, it will result in the Internal Revenue Code to: (1) abolish the transfer tax on firearm silencers; which happen to be $200, and (2) treat anyone who acquires or possesses a firearm silencer as someone who’s buying an actual firearm. This would include them meeting registration and licensing requirements of the National Firearms Act. Lastly, it will refund anyone who paid a tax on a silencer after October 22, 2015. First off, Representative Matt Salmon is the main sponsor of this bill. He is the state Republican representative for the 5th district of Arizona. Currently, there are over 50 cosponsors in support for this bill. An article that was written around the time the bill was introduced, I found that pro-gun representatives heavily support this bill. The National Rifle Association’s Institute for Legislative Action has also announced their support for this act. In addition to that, the American Suppressor Association provided insight to the creation of the Hearing Protection Act (NRA-ILA). From the research I’ve done, I saw that of the 50+ co-sponsors, 49 are Republicans and 1 is a Democrat. So from that you can see that this is a bill that’s heavily supported by the people in the Republican Party and people who live in the South. (Jacques) For the people who oppose this bill, according to the Sentiment Map found on popvox.com, the districts that 100% oppose this bill are listed to be: * California’s 20th District * Illinois’s 4th District * New York’s 20th District * New Jersey’s 10th District

So from this map, you can physically see that the majority of the United States is in full support of this Act with the exception of the four districts that oppose this bill. While I was trying to research the people and organizations that oppose this bill, I found that there weren’t a lot of people who openly opposed this bill which was a little strange to me because usually when people oppose a bill, they have no problem voicing their opinion on why they oppose it. But I did find a little paragraph in a recent article that shed light on the Violence Policy Center’s opposition of the bill. They believe and classify gun silencers (suppressors) as a threat to public safety. They also explain how silencers are military-bred accessories and that it would make it easier for criminals to take innocent lives. (Jacques)
When it comes to the legislative process of this bill, Arizona representative Matt Salmon introduced it on October 22, 2015. The committee it was assigned to first was the House Ways and Means. But on that same day, it was referred to the House Judiciary. Almost a month later, on November 23, 2015, it was referred to the House Judiciary Subcommittee on Crime, Terrorism, Homeland Security and Investigations and it’s been there ever since.
Right now, the bill is still in the ‘introduced’ stage of the tracker of becoming a law. Usually, a lot of bills don’t make it past this stage but with the overwhelming support and the lack of opposition, I believe it will make its way to become a law.
Right now, there is a lot of buzz going on about this bill for it’s generating a lot of discussion. This bill will affect the lives of many sportsmen and women who go out and shoot. This would also eliminate the fear of temporary or even worse, permanent hearing loss. According to Bearing Arms, the single most common long-term shooting related injury is temporary to permanent hearing loss. (Owens) The effects of this bill have the opportunity to make mostly everyone on both sides happy. By passing this bill, it will make it easier for law abiding citizens to get suppressors for their firearms without having to wait, burn a hole in your pocket and without the burden of having legal hurdles to jump over that come with owning a suppressor (Owens).
Currently, there is an overwhelming support of this bill from both sides of the party. In my opinion, it seems like this would get both sides on the same side. This would definitely make Republicans extremely happy but not only that it will protect the health of the millions of people who enjoy shooting sports. And ultimately, that is the main goal of this bill and should be the main goal of both Republicans and Democrats. As for the future of America, I believe that it would introduce a bill that could supplement with the bill to further update the laws and bring them in line with the changing times and technology.
