Specifically, it is concerned with the nature, opportunities, and challenges facing women’s nongovernmental organization (NGOs), which seek to make real contributions to sustainable development. It uses a case study of COFERENE, a successful women’s NGO in Costa Rica, to explore the nature of partnerships, the contextual factors that shape them, the successes that can be realized from their wise use, and the potential problems that may arise. There are lessons, both optimistic and cautionary, to be learned from COFERENE’S experiences. This article analyzes these lessons. However, China’s institutions look ill-suited to achieve such a result, and they indeed suffer from serious shortcomings. To solve the “China puzzle,” this paper analyzes China’s institution—a regionally decentralized authoritarian system. The central government has control over personnel, whereas subnational governments run the bulk of the economy; and they initiate, negotiate, implement, divert, and resist reforms, policies, rules, and laws. China’s reform trajectories have been shaped by regional decentralization. Calhoun, vice president under Andrew Jackson, insisted he had to plow his fields before he could write, and Joseph Conrad, author of Lord Jim and other novels, is said to have cried on occasion from the sheer dread of sitting down to compose his stories. To spare you as much hand-wringing as possible, this chapter presents some practical suggestions on how to begin writing your short essay. Although all writers must find the methods that work best for them, you may find some of the following ideas helpful. But no matter how you actually begin putting words on paper, it is absolutely essential to maintain two basic ideas concerning your writing task.
