NT2580 when designing a security outline you will first need to define scope of the project its self. In other word what working parts are involved and what will they require. From this point you will move threw the steps as follows :Initiate define design build test roll out operate disposal. You will need to to find out what you need to give what access to and update there profiles in your active directory. Setting up you AD will be a long process mainly because there are multiple sites which means you will have to break groups and users. After that you will need to understand what hardware is in place at each site and what extra hardware you will need add to existing infrastructure. Like tokens ,rf id card , and pin/passwords.
From this point you will need to design some some polices. You will base these around the need and ease of access. In other words if your a bank you will have very different procedures then your a web based clothing store front. Web based vpn is not as important when all your employees are on site and don't ever work from home. This also speaks to what types of data you are producing storing and exchange between data owners. Polices for smaller organizations will have much cheaper and more importantly less. Thats because why would the you make someone that works in a sandwich shop use a token generator that they would most likely lose and have to replace on top of which they can not do there job for at least a day. The other side of that coin would be that people working in health care you will need these more layers of security. These people handle sensitive information so it paramount and in some cases illegal for this information to get into the wrong hands.
Building the systems and setting the procedures is only part of the battle. You still have to test as well as monitor all the traffic and logs
