Information dissemination is essential in the effective execution or delivery of citizen-centered and client-focused public service. It is a strategy for serving the public best.
By providing government information to the public, government agencies, in turn, obtain public information. This includes the needs, views and concerns of the public which should be taken into account in the formulation and revision of its programs and services. It goes without saying that the underlying concept of information dissemination is to reach out and communicate with the people so as to learn and acknowledge their needs and to respond to them effectively.
By receiving government information, the members of the public are informed and educated as to the programs and services which a government agency can offer to them. For this reason, it will be easy for them to raise and address their needs and concerns to the appropriate agency. Hence, their right to address and be heard by the government will be promoted and strengthened.

...INTRODUCTION Much of the literature about the liberation struggle in the South-East Lowveld has documented different counter strategies by the RSF but propaganda as one of the strategy has been partially covered. The study focuses on Rhodesia Front government’s propaganda as a counter insurgency strategy to the guerrilla activities. Propaganda is the control of public opinion. There are three types of propaganda that is white, grey and black propaganda. White propaganda is the dissemination of the truth to someone’s advantage, grey propaganda is the mixture of lies and truth and black propaganda consists of largely but not total lies. All these types were exploited upon implementation of propaganda at different levels through different tactics. Psychological operations which were executed as forms of propaganda involved planned use of communication through words, symbols and actions to influence the behaviour of the targeted audiences and achieve set objectives. The government’s use of propaganda warfare was prompted by a number of reasons which ranged from economic, political, social and military factors. It is worth noting here that, the tempo and conduct of the war varied from one locality to the other depending on the terrain and proximity to strategical areas like borders, transport networks and close to government’s administrative offices. The study is presented in three chapters. The first chapter outlines the reasons for the introduction of propaganda warfare in Chilonga...

...------------------------------------------------- College History... Ladies College Colombo was founded as a self supporting institution in 1900 by Liiian Nixon from Ireland and Ms Elizabeth Whitney from Canada at the behest of the Church Missionary Society. The history of the school is woven round the seven principals of the college who were responsible for its founding, expansion and ethos. There is no doubt it was due to their Christian faith and commitment that Ladies College grew from a rented bungalow in Slave Island with two students to what it is today... Quoting Ladies' College 1900-2000 Several issues fascinated us. …… How a Christian Missionary school like Ladies’ College, established in 1900 within a colonial ethos, adapted itself to the social, cultural, and economic changes that were ushered in with independence in 1947? How did the school come to terms with the subsequent shifts in educational policy by successive governments especially during the second half of the last century? How did the school cope with such dramatic changes and do so while still remaining geared to the national system of education? How did Ladies’ College not only survive for a period of a hundred years, but grow from strength to strength? Lilian Nixon BA Cert. Ed Principal (1900 - 1914). | At Ladies' College Cheltenham Lilian Nixon came under the influence of its famous Principal Dorothea Beale who brought to the realm of women’s education a vision and determination that had...
