The purpose of the provincial committees’ declaration was to inform the public and other concerned stakeholder that Russia was no longer under the old regime. It was a decree that the provincial committee was the current authority of the Russian government. The declaration was meant to inform the public ways in which the provincial government had assumed power. As such, the declaration would serve to prevent any civil unrest that may be motivated by misinformation. Moreover, the declaration was aimed at informing the public the constituents of the cabinet, their roles, and their guiding principles. The declaration also sought to build the publics trust that the provincial government would eradicate the vices of the former authority and execute the wishes of the Russian people. Furthermore, it served to woe the cooperation and support of the public through criticizing the former regime. The action of the provisional authority was not in accordance with the principles of liberalism. The provisional government has assumed power through military action hence the will of the people was violated. Principles of liberalism assert that political freedom prevails without coercion. The provincial government was self-imposed. It was not the people’s choice. For instance, the declaration mentions that the provincial committee and the members of Dumas through the support of the garrison had conquered the former governance and put place a more stable government. The provincial government was pro-war. The declaration stated that the provincial government would support the soldiers with necessary facilities to win the war. I think that the provincial government’s war policy was wise. First, the former regime was unsuited for protecting the rights of its citizens. Secondly, the provincial government had reiterated of executing the wishes of the people through defending Russia from external aggression.

Germany would be blamed most for the occurrence of World War 1. Germany had the power to prevent the war in 1914 by withdrawing its financial support to Austria, which was preparing to invade Serbia. On the contrary, Germany encouraged Austria aggressiveness towards Serbia after the heir of Habsburg throne was killed. Germany could have prevented this overreaction. Germany was prepared to give Austria full support embedded on nothing but by her interests. Germany made this move in spite of being aware of the repercussions. Moreover, Germany sought to break from the French- Russian alliance, a risk that she was aware. Furthermore, Germany though the telegrams sent to Russia welcomed the idea of war outbreak. Germany’s reaction was offensive while Russia and France were reacting to Germany’s provocation. Austria- Hungary issuance of ultimatums to Serbia on 23 July was given on terms that Serbia was not willing to accept. The Serbian rejection of the terms stated by the Austria-Hungary led to the eruption of world war. Were it not for the Germany’s support for the Austria, such an ultimatum would not have been drawn in the first place. Germany appears to have had a hand in such an arrangement that would put Serbia in a rejecting position. Moreover, Germany feared for the British involvement in the war, so it made its position clear in advance, so that Britain could not get involved. German leader Kaiser Wilhelm through his letters to the Russian leader portrays his autocracy and militant attitude. He was disdainful to his Russian counterpart. The German chancellor telegram to his ambassador was inflammatory. It suggested the need for war. The telegram insinuated that Russia had already mobilized its armies ready for war, which was not the case.
