MOBILE TERMINATION
Question 1. Does your definition of ”Mobile termination” fit the following set up ?:
”Mobile termination” in Denmark consists of: Delivery of traffic to a mobile operator for the purpose of such mobile operator terminating the relevant traffic to any end-user who is connected to the operatos network
The Danish definition of mobile termination implies that the mobile termination ”starts” at the first point of interconnection (POI), where the call can be taken over by the mobile operator, who will then terminate the incoming call to the end-user, i.e. at the end-users handset. The dividing line between mobile termination
(market 16) and transit services in the fixed public telephone network (market 10) is at the MSC (or the
GMSC). Mobile termination hereby consists of the stretch from the POI to the end-users handset.
Mobile termination in Denmark can be illustrated this way:
The mobile termination service in Denmark covers all types of calls to the mobile handset, including:
-Calls from own or other fixed network(s) to own mobile network
-Calls from own or other mobile network(s) to own mobile network

Question 2 Is the pricing method for TeliaSonera´s mobile termination prices in Finland determined by the NRA?
If ”YES”, please state:
(a) Which pricing method has been used as regards to TeliaSonera
(b) Whether price regulation both applies to calls that originates in fixed networks and mobile networks
(c) Whether price regulation consists in fixing a specific tariff and in this case which requirements that have been set for the mobile oeprator to ”utilize” the fixed price (in peak/off peak tariffs, call set up charges etc.)
Answer from FICORA:
(a) FICORA has until now used current cost accounting and historical cost accounting. Price regulation consists of investigating, if tariffs are cost based.
(b) Price regulation now both applies to calls that originates in fixed networks and mobile networks
(c). According to our information, TeliaSonera does not apply peak/off-peak periods or call set up charges in the mobile termination market.
Question 3 – If ”YES” to question 2(c) – Does the NRA expect to make a new decision concerning price regulation of mobile termination tariffs within a period of 3 months from now?
In case, a glide path is applied (i.e. a stepwise reduction in mobile termination tariffs over a period of years), in connection with price regulation of mobile termination tariffs, then please state when the next adjustment of mobile termination tariffs will take place, including any pre-determined adjustments.
Answer from FICORA:
FICORA investigates prices regularly. In case there are elements which need to be adjusted, FICORA can give the decision for the operator. The operator can appeal about the decision to the Supreme
Administrative Court . Until today the operators have been successfull in negotiating the prices themselves. Question 4 Does the mobile termination tariffs as they appear from the mobile operators list price/interconnect agreement reflect a stable price level? (an unstable price level can, for example, occur in situations where mobile termination tariffs changes as result of a price war on the wholesale level among mobile operators)
Answer from FICORA:
-Yes
Question 5 Is the price level for the relevant interconnection product (i.e. mobile termination) unnaturally low?
Unnatural low prices may be due to the fact that the costs (for providing mobile termination) are covered by revenues from other categories of interconnection products or other areas of activity, e.g. from:
- mobile originination
- mobile transit
- mobile prices at the retail level
- affiliated fixed network companies
Unnatural low prices could also stem from possible ”grants” from owners , investors etc.

Question 6 Does the mobile operator use fixed rates for non-traffic activities (for example, rates for connection with establishing and the running of interconnection points (POI) etc.?
If ”YES”, what kind of fixed rates is used and what is the size of these rates.?
Answer from FICORA:
The charges are as follows:
-5600 EUR/prefix for opening and routing of traffic
-5045 EUR/interconnection point for SS7 link. Price includes secured
(doubled) SS7 link + monthly 300 EUR, if traffic is less than 100000 minutes/month -1175 EUR/ 2Mbit/s capacity + 335 EUR/month if traffic less than 500000 minutes/month in the interconnection point in question

Both documents are in Finnish. In the first document there are only two prices, opening of prefixes (5600 EUR) and terminating price at 6,8 eurocents/minute.
From the other list, which is the price list for fixed network You need to take only the two first prices namely 2 Mbit/s connection (1175 EUR) and SS7 connection (5045 EUR). The others are for fixed network interconnection.
There are no other charges for TeliaSonera
