Overview Tragedi Runtuhnya Rana Plaza
Pada tanggal 24 April 2013, tepat pukul 08.30 waktu setempat terjadi peristiwa runtuhnya sebuah gedung berlantai delapan di Kecamatan Savar dekat Dhaka, Savar berjarak 30 km dari ibu kota negara yakni Dhaka. Gedung ini terdiri dari pabrik pakaian, bank dan sejumlah toko. Bagian belakang gedung digunakan sebagai pabrik garmen dan pusat perbelanjaan Rana Plaza, dan dalam waktu sekejap seluruh bangunan kecuali pilar utama dan beberapa bagian di dinding depan ambruk peristiwa tersebut diiringi dengan jerit histeris yang melanda. Upaya pertolongan pun dilakukan oleh Tim penyelamat yang terdiri dari personel pemadam kebakaran, angkatan bersenjata dan warga sekitar melakukan penyelamatan dengan menggunakan alat crane, pemotong beton, serta dengan tangan kosong untuk menemukan jenazah dan diperkirakan jumlah korban akan terus bertambah karena banyak warga yang dilaporkan hilang terperangkap di Rana Plaza dan kemungkinan ketika ditemukan sudah dalam keadaan meninggal. Ini merupakan peristiwa keruntuhan yang paling serius dalam sejarah Bangladesh. Pihak pemerintah mengungkapkan bahwa telah ditemukan keretakan dalam bangunan gedung sehari sebelum kejadian yakni pada tanggal 23 April 2013, saat itu pemerintah langsung melarang warga untuk keluar masuk gedung tersebut dikarenakan gedung itu sudah tidak aman. Retakan itu memicu kepanikan yang membuat para pekerja bergegas meninggalkan bangunan itu, hal tersebut menyebabkan 10 orang terluka. Akan tetapi pemilik pabrik pakaian tidak menghiraukan larangan dari pemerintah dan tetap meminta para pekerja bekerja seperti biasa secara paksa. Bangladesh merupakan industri pakaian terbesar kedua di dunia, yang menyuplai merek-merek utama barat, industri garmen Bangladesh selama ini telah menghasilkan produk-produk pakaian yang diekspor ke berbagai negara termasuk ke perusahaan ritel Amerika Serikat, Wal-Mart, Disney dan lain-lain. Akan tetapi banyak pabrik yang dibangun secara ilegal, contohnya adalah Pabrik garmen (Rana Plaza) milik Mohammed Sohel Rana. Bangunan pabrik tidak dibangun sesuai dengan peraturan yang ada dan tanpa izin, sehingga tingkat keamanan penggunaan pabrik tersebut sangat rendah. Polisi Dhaka yakni Habibur Rahman menyatakan bahwa tersangka dalam kejadian ini terdiri dari pemilik gedung, direktur pelaksana gedung, desainer, para teknisi dan pembangun gedung. Pemilik gedung yang bernama Mohammed Sohel Rana telah ditangkap oleh pihak berwajib pada hari Minggu 28 April 2013 selain Rana, ayahnya Abdul Khaleque juga ditangkap karena diduga mendukung anaknya yang memaksa orang bekerja di gedung yang berbahaya. Polisi pun juga telah menangkap dua teknisi pabrik garmen, keduanya ditangkap dengan tuduhan mengabaikan peringatan pihak pemerintahan yang telah meminta pemilik pabrik untuk melarang karyawan masuk sehari sebelum kejadian runtuhnya gedung. Dari kabar yang ada sampai pada tanggal 4 Mei 2013 telah ditemukan sedikitnya 482 korban yang meninggal. Peristiwa itu menjebak 3000 orang. Namun setidaknya 2437 orang berhasil telah diselamatkan. Keseluruhan korban meninggal diperkirakan lebih dari 500 karena sebanyak 149 orang masih belum ditemukan. Keruntuhan gedung ini menjadi tragedi paling parah menimpa industri garmen Bangladesh yang setiap tahunnya bernilai Rp 194 triliun dan merupakan 79 persen dari ekspor negara tersebut.
Kronologis Tragedi Runtuhnya Rana Plaza
Pada tanggal 23 April 2013 : Ditemukan banyak retakan pada bangunan gedung, pemerintahan setempat telah mengistruksikan pemilik untuk mengosongkan gedung, akan tetapi pemilik gedung tidak memperdulikan dan tetap membuka pabrik seperti biasa.
Pada tanggal 24 April 2013 : Pukul 08.30 terjadi runtuhnya gedung. Dan dikabarkan 70 orang meninggal dunia serta 500 orang luka-luka.
Pada tanggal 25 April 2013 : Dikabarkan 149 jiwa meninggal dunia.
Pada tanggal 26 April 2013 : Dikabarkan korban bertambah menjadi 275 orang meninggal dunia.
Pada tanggal 28 April 2013 : Proses penyelamatan terhadap korban sempat terhenti dikarenakan terdapat kobaran api di wilayah sekitar runtuhnya Rana Plaza. Api yang merebak menimbulkan asap tebal di sekitar gedung yang runtuh sehingga mempersulit proses penyelamatan dan dikabarkan 352 jiwa meninggal dunia.
Pada tanggal 28 April 2013 : Penangkapan Mohammed Sohel Rana selaku pemilik gedung beserta ayahnya Abdul Khaleque karena diduga mendukung anaknya yang memaksa orang bekerja di gedung berbahaya.
Pada tanggal 29 April 2013 : Dikabarkan 377 jiwa meninggal dunia.
Pada tanggal 1 Mei 2013 : Dikabarkan sedikitnya 413 korban meninggal dunia. Menurut perkiraan sekitar 1000 orang dilaporkan hilang dalam peristiwa mengenaskan tersebut sehingga korban meninggal diprediksi bisa mencapai 1400 orang dan sebanyak 2500 korban terluka.
Pada tanggal 4 Mei 2013 : Dikabarkan 482 korban meninggal. Peristiwa tersebut menjebak 3000 orang. Namun setidaknya 2437 orang berhasil telah diselamatkan. Keseluruhan korban meninggal diperkirakan lebih dari 500 orang karena sebanyak 149 orang masih belum ditemukan.
Penyebab Tragedi Runtuhnya Rana Plaza
• Desain gedung yang tidak aman
• Tidak dihiraukannya peringatan mengenai kondisi keselamatan yang diumumkan oleh pemerintahan setempat
• Beban gedung terlalu besar
• Pembebanan tenaga kerja yang terlalu besar
Sekilas tentang Rana Plaza Gedung runtuh tersebut merupakan bangunan berlantai 8 akan tetapi dalam perijinan, seharusnya pembangunannya hanya berlantai 5. Pemilik gedung meyakinkan kepada penyewa dan pemilik pabrik garmen bahwa gedung itu aman digunakan untuk beroperasi. Pabrik yang ada pada gedung itu antara lain : Kondisi industri garmen di Bangladesh merupakan negeri eksportir terbesar kedua pakaian jadi di dunia, banyak dibidik peritel barat untuk wilayah produksi karena pengawasan tingkat keselamtan yang rendah dan murahnya tenaga kerja. Desain pabrik Desain pabrik di Bangladesh banyak yang kurang aman, seperti kejadian yang hampir sama sebelumnya di Tazreen dimana manajer mengunci gerbang dan menyuruh pekerja kembali bekerja sekalipun alarm kebakaran telah berbunyi. Akhirnya ratusan pekerja tewas terperangkap di gedung yang gerbangnya sempit dan tidak ada tangga darurat. Industri garmen merupakan penyumbang devisa terbesar, diperkirakan bernilai US$ 20 M atau Rp 195 triliun pertahun. Dan upah yang diterima pekerja sangat sedikit yakni sebesar US$ 38 per bulan.
Pendapat atau Opini Tentang Tragedi Runtuhnya Rana Plaza Peristiwa yang menyebabkan ribuan orang tewas ini dikarenakan karena adanya Human Error. Seharusnya pemilik gedung segera menginformasikan kepada seluruh karyawan maupun pengunjung untuk segera mengosongkan gedung semenjak terlihat ciri-ciri kerusakan gedung sehingga dapat meminimalisir korban yang tewas maupun luka berat. Human Error yang kedua yaitu kesadaran pemilik gedung untuk tidak melakukan kesalahan dalam membuat izin pembangunan yang dapat berakibat fatal. Human error yang ketiga yaitu kemampuan yang kurang pada insinyur,desainer dan pembangun untuk membuat gedung bertingkat yang sesuai dengan rekonstruksi yang aman dan sehat . Seharusnya dengan adanya pengawasan yang ketat terhadap kebijakan prosedur izin pembangunan gedung-gedung besar di Bangladesh, tidak akan terjadi kecelakaan akibat bangunan gedung yang bermasalah. Hal ini juga terjadi karena aturan mengenai kesejahteraan karyawan di Bangladesh yang masih sangat kurang yaitu dengan memberikan beban kerja yang terlalu besar dengan kompensasi yang sedikit sekali dan juga adanya pemaksa kerjaan kepada pegawai walaupun sudah terdapat tanda-tanda keretakan gedung rana plaza.
