How to avoid conflict in the implementation of governmental services in the multi-cultural suburb of Hout Bay. Abstract
South Africa is a very diverse society. This is primarily because of our history in trade and the fact that colonialization happened bringing many different nationalities to our shores who subsequently took root here and further interbred creating the many different cultures which we have today. Historically this led to major conflict and due to this conflict a system of apartheid was created to try and address the differences in cultural issues and supposedly to create harmony amongst the separate groups by living in separation. As we now know in hind sight however apartheid was certainly not a solution and was a major violation of the human rights of the African races and even now twenty years after the fall of apartheid, we are still dealing with the residue social problems and economic differences and struggling to find a way to exist cooperatively and peacefully together.
This research article therefore is based on what could be a perfect example of what happens when the government attempts to provide one major service for a geographical area which includes three very distinct sub groups and races. Due to out history of apartheid, our society is unfortunately not equal and some groups are economically more advantaged than others. No one group however can and should be discriminated against when it comes to integrated governmental services and the only way to provide one service for all without conflicts arising is to identify the differences and similarities in the needs of the different groups and to find a way to be inclusive of everyone’s needs in a way that discriminates against no one and keeps things running smoothly.
When the city of cape Town government took the decision to build a centrally located poly-clinic to serve the entire population of Hout Bay, and ear marked a plot of land without any public participation and consultation, it backfired drastically in their faces, as no one group was happy with the proposed location. The coloured and black townships already had two existing clinic located on their doorsteps and they couldn’t understand why the existing clinics could simply not be upgraded and revamped. This way they would not have to leave their area if they needed medical assistance and also would not have to pay the extra transport costs involved in trying to get too and from the centrally located clinic.
The white rate payers who live nearby the proposed site were up in arms, as the proposed site was the Hout Bay commonage which has been public open space for the last hundred years. Due to living in Hout Bay I took an interest in this issue and have used it as the case scenario for my honours research using community psychology as my focus area.
The aim of this study
The aim of this study is to follow all the governmental proceedings, as due to all the unhappiness they created in trying to bull doze the location through, they have now been threatened with legal action and have been forced to apologise for their lack of public participation and will begin the whole process from the beginning, starting with consulting all three distinct sub groups in three different meetings, where information can be passed freely and opinions and questions can be expressed. My aim is to follow the process and derive from it a method of negotiation in meeting the needs of diverse suburbs in a way that keeps everyone happy and follows the principles of community psychology. I hope to be able to create a functional procedure for in depth needs assessments in diverse and high conflictual areas. This will enable government to apply the information gathered to other scenario’s on a national scale.
Research design
The three distinct population groups are the main focus of the research. The first being Hang berg, the predominantly coloured population that lives congregated next to the harbour and is very challenged economically and socially due to high unemployment rates, low levels of parental education, substance abuse and gangsterism. The second is the town ship of Imizamo Yethu, which is populated mostly by black South Africans and has grown hugely in population size over the past 10 years, making about half of the dwellings there illegal. This is a problem for which a solution will be hard to find. Most of these people are employed as labourers and domestic workers in the general Hout bay and Southern suburbs region of Cape Town . The last group is the rate payers who are predominantly white and dwell in the valley area. This group ranges from very wealthy to middle class to working class, but are generally all educated and unemployment rates are is low. The aim of the research will be to form a methodology based on the principles of community psychology of how to implement a service for everyone which meets the different and complex needs of all three distinct groups, therefore decreasing any potential conflicts which could arise. The idea is to use Hout Bay as a micro example of similar situations which can be applied to a macro, national scale.
Three meeting will be held for each sub group, but not exclusively for any sub group. Anyone can attend any meeting, it is just to ensure that each group get an equal opportunity to be heard. My research data will be recording of all three meetings where I will interpret my findings qualitatively. I will identify the most pressing needs of each group and then weigh up the similarities and differences in order to come up with a method of compromise which ensures inclusivity of everyone.
Analysis of data
My data will be analysed qualitatively and based on interpretation of the opinions and needs expressed. The major point of conflict and complaints will be noted as will all similarities and differences. Using the principles of community psychology as a point of reference, I will ensure that my methods are in line with ethical considerations.
Results
The results are shown and are tied up too the successful implementation and completion of the project of providing a poly-clinic for greater Hout bay, and therefore will only be seen on operationalisation. Without proper consultation and assessment of needs , the consequences will be harmful the people of Hout Bay and to be a waste of vital governmental resources. However based on the actual needs of the contingency it might be that the ultimate decision is to with draw from building a centrally located clinic altogether
Interpretation and conclusion.
In diverse cultures there is a need for sound community psychological research.

Attitudes towards our similarities and differences fall into the domain of psychology. It is only through accurate and effective psychological research, that we can find helpful solutions to these conflicts. Finding out the core needs of each group is therefore a wealth of information and an opening for further research in the field of community psychology using my finding in this study as a base.

I chose this particular area as I knew the organisation I was researching had a particular problem with its on-going sickness levels.  After researching more about this HR area I noticed that this year overall both in private and public sectors there have been a noticeable decrease in absence levels. However this year also sees an increase in “presenteeism” – people continuing to work when not well. This can have an effect for not only the individual but the organisation. I have found that there is no advertising in key areas of the university in the most popular areas of the campus such as the canteen, shop and lecture buildings. A lot of the advertising that is done is with Crewe town such as estate agents. Some landlords that own big buildings with a lot of flats in have advertised by putting up boards displaying the inside of their houses. Whereas renting a room from a private landlord would cost around the same as in halls but will differ between £70 and £90 depending on each landlord and where the house is situated.
