Restraining forces are the forces which work against the change (Lewin, 1951). In this case, the forces categorized as a negative force are unenlightened CEO, who is responsible for persuading pressure to implement POE within nine-month time, an unrealistic timeline. Another restraining force is a timeline; previously the organization had two years to implement the system now because of CEOs promise made to Syntel they only have nine months to install the POE system which is the highly risky proposition. Hastily implementation of POE may increase the risk of failure, user errors, and increased staff resistance. Other competing hospitals have already announced their plan to deploy POE system adding to the pressure to install at Mercer medical
