Abstract

Introduction
In a manufacturing industry, Safety is one of the most critical factor.

Research Objectives

Literature Review

At a time when many companies are emphasizing on improving their business processes, operational efficiency and enhancing pro people focus, safety is one of the most important areas of improvement. It becomes even more critical in a labor intensive industries like manufacturing and construction. Most of the industries have adopted a well set standard operating procedures and efforts are on to get it better day by day. The focus of our study has been to identify the factors which affects the safety awareness, minimizes accidents at workplace and as a result meets operational efficiency of the organization. When the effect of these factors are positive, we may conclude that the organization is people oriented.
Previous Studies:
One of the earlier studies in this area was conducted by Cox & Cox in the year 1991 for European industrial gas sector. It had considered five factors affecting the safety parameters – effectiveness of arrangements for safety, individual responsibility, individual skepticism, safeness of work environment and personal immunity. This study was done not keeping in mind any specific industry and later on further studies revealed that model and frameworks for employee attitudes to safety may be dependent on the context and hence a generic study for overall industry may not be appropriate.
Subsequent study by Cox, Sue & Tomas in the year 1997 on Safety culture in manufacturing sector is based on a model which supports three scales relating to management action relating to safety, quality of safety training and personal actions for safety.
Gaps in Research:
The earlier studies in this regards were done in silos and took into account only certain functions of the organization (say operations & maintenance, top management) however our study focuses on considering the holistic view of the cumulative role of all the functions viz are Administration (Admin), Human Resource (HR), Operations & Maintenance and Top Management in an organization in manufacturing sector on the safety awareness among the employees and annual number of accidents. Additionally, we will also observe the role/effect of each function on the safety parameters. Also the studies done specifically for manufacturing sector were not based out of India and our research focuses on studies in India.
Conception: Predictive Rationale
To understand the factors which may have an effect on the safety awareness and number of accidents in an organization, it is logical to begin with the factors already considered in the previous researches and common with the study done in silos for the individual functions.
From the existing literatures, we could identify following factors which could be related to the manufacturing sector in Indian context: * Work Environment (Cox & Cox, 1991) * Effectiveness of arrangements for Safety (Cox & Cox, 1991) * Individual responsibility or accountability (Cox & Cox, 1991) * Personal immunity or the use of personal protective equipment (Cox & Cox, 1991) * Employee attitude to safety (Cox, Sue &Tomas 1997) * Quality of Safety Training (Cox, Sue &Tomas 1997) * Management action relating to safety (Cox, Sue &Tomas 1997) * Personal actions for safety (Cox, Sue &Tomas 1997)
Taking into account the prior experience of the members of the research team in the manufacturing and project based work environment and further detailed study of the safety standards across organizations, following other factors have been identified which may affect the safety awareness and number of accidents at workplace. Also the accidents at workplace are related to the overall operational efficiency of the organization and ultimately reflects how people centric is the organization. * A robust accident reporting mechanism and thorough investigation of accidents, minor injuries and near misses at work place. * Only authorized entry to the shop floors and critical areas at work place * Learnings from past incidents to be shared across the organization * Relating safety performance and zero accidents at work place employee benefits. * Adoption of latest technology and regular maintenance of machines * Housekeeping at work * Routine Health checkup of employees * Annual safety budget of the organization * Identifying business partners in line with the safety standards of the organization * Participation of trade unions/ labor unions in policy formulations of the organization.
All these factors have been segregated under four functional areas of Administration, Human Resource, Operations & Maintenance and Management.
