A population can be defined as including all people or items with the characteristic one wishes to understand. Because there is very rarely enough time or money to gather information from everyone or everything in a population, the goal becomes finding a representative sample (or subset) of that population. In this case, one inmate asked if this author would inquire as to why his request earlier in the day was not responded to by the administration counselor. Knowing that when a request is placed early in the morning, it is usually not responded to until late in the day, or the next day, depending on the waiting list.
