They are defined as being programs that help provide medical and/or social service to children and their mothers.

Parents not acting in the best interests of the child. In ancient times it was known that if a child was unfit their parents could kill them with no penalty. Then when the industrial revolution rolled alongside the great depression children were forced to work high risked jobs and sometimes lost their lives. All in order to make money for their parents.

Theories of justice are a set of rules that are required for the fair allocation of resources to satisfy positive rights of children. It’s a distribution of resources based on child’s needs and well-being. Theories of justice is are split up into two different sub theories, which are the principle of utility and Kantian theory.

The Sheppard-Towner Act was passed on November 1921 and its purpose was to promote the welfare and hygiene of maternity and infancy. Under the act each state that elected to revive fund would use them towards funding a new child welfare or child hygiene agency.
