Walter Charbonneau bought a folding machine for $14,000 and didn't follow the nessesary proccedure the supplier of folding machine was not in the approved supplier list of SEU
Heather took bids from the suppliers of list : $10,000 , $11,000 and $15,000(one year of free service) try to deter othe staff to make their own decisions about equipment
