The author Udiah I don't think is speaking directly, I think the poem is in third person and he makes it seem as if the planets are telling the story themselves or some foreign force. Although the poem is very vast and interesting there are some references that need explaining such as how the birth of a star happens exactly, I don't think an average reader would understand necessarily the science behind it.
