Sufferance Warehouse
The initial purpose of setting up sufferance warehouse is for the goal of better risk assessment. According to Memorandum D4-1-4, sufferance warehouses are privately owned and operated facilities licensed by the Canada Border Services Agency (CBSA) for the control, short-term storage, transfer, delivery and examination of in-bond goods until the goods are released by the CBSA or exported from Canada. As of today, there are 70 sufferance warehouses / highway (SWH) are offering their services under the licensing of CBSA, and CBSA is still taking applications for those who want to run this business. The maximum time limit for storing goods in sufferance warehouses is 40 days. However, given the nature of goods, there are some exceptions. For perishables, the time limit is 4 days. Prescribed substances, firearms, prohibited ammunition, prohibited and restricted weapons and tobacco products have a time limit up to 14 days, and spirits’ limit is 21 days. The sufferance warehouse owners are required to provide CBSA a list of all goods are not removed within the time limit, and those goods will then be transferred to a place of safe-keeping thereafter.
