A big part of this reason was that NC is located in what is called the Bible Belt. Everyone argued that the lottery would just be a tax on the poor. Pocahontas brings peace between the two groups. The feeling that Chapman had captured were feelings were that of acceptance by the colonists because Pocahontas has become one of them by accepting their faith and practices, eventually marrying colonist John Rolfe. The Indian tribe not so much, they want to befriend the colonist just not at the cost of one of their own; not all felt that way as you can tell in the painting. Mr. Chapman received the commission in 1837, and the painting hung or “installed” in 1840. The events in this painting had occurred when America was breaking away from British rule. Then the rift between the English colonist and the Indian tribes that already inhabited the new world. The message of this painting is that no matter the differences that people face they can come together as one and live in harmony. Mr. Chapman is successful in communicating his message through the painting because it makes aware that part of history and what Pocahontas did to bring peace between the two groups. This seemingly simple question is difficult to answer because (a) national data measuring school district salaries and collective bargaining is limited in scope, while individual teacher data from the CPS mismeasure CB coverage; (b) union wage effects depend not only on coverage but also on an array of CB law provisions difficult to quantify; (c) union coverage and state CB laws are endogenous since each has been influenced by union sentiment among workers and voters; and (d) OLS estimates of the wage effect of CB coverage and laws may be biased by measurement error and endogeneity. We attempt to address these issues using measures of historical labor sentiment, by creating indices of CB law strength, and by using alternative national data sets containing information on teacher salaries and coverage. As in prior studies, we find modest union salary effects for teachers using standard methods, albeit smaller than found for the private sector.
