Building road infrastructures and constructing the road damages improves the flow of traffic. Delay of these projects, however, creates road congestions. Therefore, if delay of constructions were practice, instead of aiding the problem of traffic congestions, these only leads to chaos and elongate the problem of heavy traffic. The essence of building infrastructures correspondingly lost if the project is delayed. A model of a successful construction moreover must be known. Good infrastructure is the primary factor that determines economic growth and development. It is slipping over its planned schedule and is considered as common problem in construction projects. (Ramya, 2015) Delay construction is one of the most common problems that resulting a huge negative effects on the project itself, public safety, economic activities, and administrative credibility. There are several factors that cause delay in construction. Delay may be caused by political situation, segmentation, progress payments delay by owner, shortage of equipment, natural disaster and insufficient inspectors. (NCRA, 2015) Based on the study, from the view of architects and engineers, the budget allocation and cash problems were the main causes of delay. However, the owners agreed that the design errors, labor shortages and inadequate labor skills were important delay factors as well. The effects of delay construction must be minimized. These effects are time overrun, cost overrun, total abandonment, and litigation. Generally, congestion results in a less productive work force. In the Philippines where majority of employee take public transport, people use the time they’re glued in traffic to work, instruct the work or filter issues, and everyone ends up queasy, frustrated and already wasted even before they start to work.
Congestion also adds to the country’s air pollution. This lead vehicles to consume more fuel and automobile emissions as they forced to operate less efficiency. More vehicles on same place also means greenhouse gas emissions, which in return could be a risk in environment and helath. In year 2012, the greenhouse gas emissions are about 4.7 million tons that is rapidly boosting that estimated to 5.72 million tons in a year

This study takes an integrated approach and attempts to analyze the impact of specific causes on specific effects. A questionnaire survey was conducted to solicit the causes and effects of delay from clients, consultants, and contractors. About 150 respondents participated in the survey. This study identified 10 most important causes of delay from a list of 28 different causes and 6 different effects of delay.
