المقدمة
المواطنة فى الاصطلاح تعنى صفة المواطن الذى له حقوق وعليه واجبات تفرضها طبيعة انتمائه إلى وطن. يعد هذا الوطن قيمة نفسية واجتماعية تعيش داخل الناس وتحركهم، وهي بالتعبير العصري تعنى علاقة الفرد بدولته، بحكم الدستور والقانون بتحديد حقوقهموالتزاماتهم.

اهداف الدراسة 1. ترسيخ معنى المواطنة . 2. معرفة تاريخ الموطنة . 3. بث رسالة من الخلال الورقة البحثيه في اهمية المواطنة . 4. معرفة مدى معرفة الناس بالرسأل النقاشية لاجلالة المللك عبد الله الثاني . 5. التعرف على المجتمع المحلى من خلال القابلات التي اجريت . 6. من خلال المواطنة نصل الى وطن خالي من الفساد.

1.1 تاريخ المواطنة تعد المواطنة من القضايا القديمة المتجددة في العالم.ويضيف الشماخ في كتابة " المواطنة بين النظرية و التطبيق" إذا كانت اليونان القديمة قد عرفت المواطنة قبل الميلاد بعدة قرون، وقد أسس المجتمع الإغريقى مواطنته على فكرتي: المساواة والحرية. إلا أن تلك الحرية لم تكن متاحة للجميع، كما لم تكن هناك مساواة فعلية، الأمر نفسه ينطبق على المواطنة المعاصرة، إذ رغم الأهداف السامية للنظرية ورغم ما تحمله من قيم عظيمة، إلا أنها لم تحقق للآن إنجازا يذكر للعقبات العديدة التى تعترض طريقها. فالنظرية طُرحت والعالم يموج بالفتن ويدوس على الدساتير والأعراف.

2.1 تعاريف المواطنة
"المواطنة هي علاقة فرد و دولة كما يحددها القانون تلك الدولة , و ما تتضمنه تلك العلاقة من واجبات و حقوق في تلك الدولة , فالمواطنة تتضمن مستوى من الحرية تصاحبها مسؤولية مناسبة"

"المواطنة هي تمتع الشخص بحقوق و واجبات, و ممارستها في بقعة جغرافية معينة. لا يوجد تمييزات ما بينهم بسبب الاختلاف في الدين أو اللون أو العرق أو الموقع الاجتماعي,و بالتالي فان القانون يحقق المساواة داخل المجتمعات, و يفرض النظام, و يجعل العلاقات بين البشر متوقعة, أي تجري وفق تصور مسبق يعرفه و يرتضيه الجميع"

1.2 أهمية المواطنة

تعتبر المواطنة فكرة اجتماعية والقانونية وسياسية ساهمت في تطور المجتمع الإنساني بشكل كبير بجانب الرقي بالدولة إلى المساواة والعدل والإنصاف، وإلى الديمقراطية والشفافية، وإلى الشراكة وضمان الحقوق والواجبات وعليه؛ فهي ذات أهمية بمكان لأنها:

1- تعمل على رفع الخلافات والاختلافات الواقعة بين مكونات المجتمع والدولة في سياق التدافع الحضاري، وتذهب إلى تدبيرها في إطار الحوار بما يسمح من تقوية لحمة المجتمع.

2ـ تحفظ على المواطن حقوقه المختلفة وتوجب عليه واجبات تجاه دولته، بمعنى أنها تحفظ على الدولة حقوقها تجاه المواطنين. وتؤدي إلى الرفع من الثقة لدى المواطن والدولة في تجاه أحدهما للآخر.

3- تضمن المساواة والعدل والإنصاف بين المواطنين أمام القانون وخدمات المؤسسات، وأمام الوظيفة العمومية والمناصب في الدولة، وأمام المشاركة في المسؤوليات على قدم ومساواة، وأمام توزيع الثروات العامة، وكذلك أمام الواجبات من دفع الضرائب والخدمة العسكرية والمحافظة على الوطن والدفاع عنه.

4ـ تعترف بالتنوع والتعدد العقائدي والعرقي واللغوي والإيديولوجيا والسياسي والثقافي والطائفي والاقتصادي والاجتماعي …الخ وترتفع عنه في العلاقة بين المواطن والدولة.

5ـ تمكن المواطن من تدبير الشأن العام من خلال النظام الانتخابي ناخبا ومنتخبا للمؤسسات المنتخبة التي تعبر عن دولة القانون والمؤسسات. ومن خلال العضوية في منظمات وهيآت المجتمع المدني.

6ـ تحدد منظومة القيم والتمثلات والسلوك الأساس لاكتساب المواطنة والتربية عليها.

7ـ تضمن حقوق الإنسان في المجتمع والوطن والدولة؛ لكونها تنقل الحق الإنساني إلى حق للمواطنة عبر تشريعه وتقنينه.

أهداف المواطنة:

1- تحقيق الديمقراطية
2- التمسك بالعقيدة و العبادات و القيم
3- تحقيق المساواة بين الطلاب
4- تنمية الوعي لدى الطلاب بالحقوق و الواجبات
5- تبادل الخبرات و المعلومات
6- استثمار وقت الفراغ
7- غرس حب الوطن في النفوس

1.3 عناصر و مكونات المواطنة

الانتماء : إن من لوازم المواطنة الانتماء للوطن دار والانتماء هو شعور داخلي يجعل المواطن يعمل بحماس وإخلاص للارتقاء بوطنه وللدفاع عنه ، ومن مقتضيات الانتماء أن يفتخر الفرد بالوطن والدفاع عنه والحرص على سلامته.

الحقوق : إن مفهوم المواطنة يتضمن حقوقًا يتمتع بها جميع المواطنين وهي في نفس الوقت واجبات على الدولة والمجتمع منها : أن يحفظ له الدين ، حفظ حقوقه الخاصة ، توفير التعليم ، تقديم الرعاية الصحية ، تقديم الخدمات الأساسية ، العدل والمساواة ، الحرية الشخصية.

الواجبات : تختلف الدول بعضها عن بعض في الواجبات المترتبة على المواطن باختلاف الفلسفة التي تقوم عليها الدولة ، ويمكن إيراد بعض واجبات المواطن بشكل عام وهى: احترام النظام، عدم خيانة الوطن، الدفاع عن الوطن، المحافظة على المرافق العامة، الحفاظ على الممتلكات.

المشاركة المجتمعية : إن من أبرز سمات المواطنة أن يكون المواطن مشاركًا في الأعمال المجتمعية.

القيم العامة : وتعني أن يتخلق المواطن بالأخلاق الإسلامية والتي منها الأمانة ، الإخلاص.

المواطنة الفاعلة :المواطنة الفاعلة هي وسيلة لتوسيع مدى الفرص تامتاحة للإنسان ولتحقيق العدالة الاجتماعية والمساواة بين الجنسين، وهي ترتكز على المساواة بين المواطنين، وعلى تحفيز العمل الجماعي كوسيلة لضمان تلك المساواة.

ليستالمواطنةغايةفيحدذاتها،بلوسيلةللمشاركةالاجتماعيةوالسياسيةوالاقتصاديةفيالمجتمع،وهيعلاقةمتبادلةبينالمواطنين،نساءورجالا،والدولة. المواطنةالفاعلةتتحققمنخلالتفعيلدورالأفرادمنالنساءوالرجالللمطالبةبحقوقهمومستحقاتهمالأساسية: ليسفقطالحقفيالتصويتأوالمشاركةفيصنعالقرارالسياسي،ولكنايضاٍالحقفيالعملوكسبالرزقاللاقئين،وفيتأمينالرعايةالصحيةوالتعليملأنفسهمولأسرهم،والافادةمنالرعايةالاجتماعية،والحفاظعلىالكرامةالشخصية،والأهممنذلك،الحقالمكرسبهذهالحقوق.

1.5المواطنة في الرسائل النقاشية لجلالة الملك عبد الله الثاني

بدأ جلالة الملك عبد الله الثاني بنشر سلسلة من الأوراق النقاشية لتحفيز قيام حوار وطني حول مسيرة الإصلاح وعملية التحول الديموقراطي التي تمر بها المملكة بهدف بناء التوافق وتعزيز المشاركة الشعبية في صنع القرار وإدامة الزخم البناء حول عملية الإصلاح .

ثمقال : المواطنة المسؤولة، وتكمن قيمة هذه الفكرة بأنه تاريخياً كان ميلاد الديمقراطية مرتبطاُ بفكرة المواطنة، وفي مرحلة لاحقة لعبت المواطنة دوراً حيوياً في نشوء وتشكيل المجتمعات الديمقراطية، والورقة النقاشية أكدت على أن المواطنة البناءة مواطنة مشاركة دائماً، وهذه المشاركة هي شرط تقدم المجتمع ونجاحه في تعزيز الديمقراطية. فهي قيمة وسلوك يتمثلان بضرورة المشاركة في الحياة العامة. ولا شك أن قيم وسلوكيات المواطنة تتجذر بتطور المجتمعات ووعيها وإيمانها بدورها وحقوقها وواجباتها.

2.5 المواطنة في الدستور الأردني

المواطنة في الدستور الجديد أصبح لها حيزاً كبيراً؛ باعتبار أن كل الأردنيين من مختلف المنابت والأصول، يعيشون في سفينة واحدة داخل هذا الوطن، فليس من حق أي مواطن أن يخرق هذه السفينة من الأسفل حتى لا تغرق السفينة بمن فيها، ومن يريد أن يخرق السفينة فعلى الجميع أن يأخذوا على يده ويمنعوه قبل إحداث أي خرق في السفينة صغيراً كان الخرق أو كبيراً. حتى لا تغرق السفينة ومن فيها .

وقد أصاب الدستور عندما نص في المادة السادسة “ المواطنون أمام القانون سواء لا تميز بينهم في الحقوق والواجبات وأن اختلفوا في العرق أو اللغة أو الدين” وهذا النص قاطع لا مجال فيه لإقصاء أو إبعاد أو تهميش أي أردني في أي موقع من المواقع، بل القدرة وتكافؤ الفرص والتنافس الحر هي التي تحدد من يشغل هذه المواقع والوظائف العامة لأن كل مواطن أردني يعيش على أرض الأردن ملزم بالدفاع عن أرضه ووحدة شعبه والمحافظة على السلم الاجتماعي، وقد جعلت المادة السادسة في فِقرتها الرابعة، الأسرة أساس المجتمع قوامها الدين والأخلاق وحب الوطن، والقانون يحفظ كيان الأسرة والأمومة والطفولة والشيخوخة ويرعى النشء وذوي الإعاقات الخاصة حامياً لهم من الإساءة والاستغلال.

بتفسير قانوني نفهم من نص المادة السادسة بكل فقراتها أن حق المواطنة مقدس، وأنه لا يجوز لأحد المساس به، وأن كل مواطن أردني هو عضو في الدولة كامل العضوية ولا يحق لأحد ولا لأي جهة أن تنتقص من عضويته، أو تحرمه من ممارسة حقوقه التي كفلها الدستور الأردني الجديد.

ومن يقراء على الدستور الأردني الجديد لعام 2011 يدرك مدى التطور الذي وصل إليه هذا الدستور من احترام متقدم لحق المواطن الذي ضربت جذوره في تربة الأردن، بحيث يتمتع من يعيش على أرضه المباركة بحقه كاملاً غير منقوص في الحماية، والتعليم، والعلاج، وحقه في التمتع بالحرية والعدالة والمساواة الاجتماعية، والوصول إلى أعلى المناصب في الدولة لكفاءته وقدرته وانتمائه وولائه للدولة الأردنية ونظامها .

المواطنة الفاعلة بقلم عصام قضماني (الاثنين 2013-06-03)
لقد تناول عصام قضماني في مقالته في جريدة الرأي عن الورقة النقاشية الرابعة التي يتكلم بها عنالمفاهيم السائدة والمختلفة بين الناس عن المواطنة الفعالة. المواطنة الفعالةهي أن يقوم الفرد بالمشاركة بالرأي حيال كل قضايا المجتمع, بعيدا عن العدمية والرفض لذاته والهدف هو رفع مستوى مجتمعه الحضاري عن طريق العمل والإنتاج .فهي لا تقوم على اشراك المواطن في تشخيص المشاكل والتحديات فحسب , بل مشاركتهم في صنع القرار وتوسيع قاعدة المشاركةالتي هي لا تقتصر فقط على التمثيل السياسي او الاقتصادي, فهو شكل يقود الى الخوض في قضاياالصحة والتعليم والبنى التحتية وتحسين معيشة المواطن الشريك في صنع القرار والأقدر على تقييم احتياجاته الاجتماعية والاقتصادية في منطقة سكناهوبالتالي الاستخدام الأمثل للموارد على شحها بمعنى الاستخدام الذكي لامكانات المكان الساكنة أو غير المستغلة لتصبح منتجة .والدول المدنية, حسمت مفهومها على نحو لخص مبادئها الاساسية بالعدل والمساواة وتكافؤ الفرص. يحرص جلالة الملك في لقاءاته على الاستماع لمداخلات المتحدثين, بعناية ودقةوتوضعالاقتراحات التي يعرضها متحدثون معنيون في القضايا بشكل لصيق حلولا لقضايا التنمية والتحديث من دون استعراض.

تدريب 25 معلماً ومعلمة على مشروع المواطنة (الأربعاء 2013-10-02)
لقد كتب في جريدة الرأي عن مشروع المواطنة الذي عقده المركز الاردني للتربية المدنية وبدعم من مؤسسة كونراد اديناور و الذي ينص على تدريب وتاهيل معلمي التربية الوطنية والمدنية للصفوف (السادس الاساسي- العاشر الاساسي) لتنمية التزام الطلاب بالمواطنة الفاعلة والنظام من خلال توفير المعرفة والمهارات المطلوبة للمشاركة الفاعلة، وتوفير الخبرة العملية التي تهدف لتعزيز مفهوم القدرة والكفاءة والفاعلية، وتنمية الاتجاهات والقيم الاجيابية لدى الطلبة نحو المشاركة في الحياة السياسية والعامةمن خلال تطبيق الطلاب لمشاريع تخدم المجتمع المحلي. وتعمل البرامج المطبقة على تمكين المواطنين من ادراك حقوقهم ومسؤولياتهم تجاه انفسهم والاخرين ووطنهم. و يجب تنفيذ وتطبيق «مشروع المواطنة» في مدارس المملكة، ليرتفع عدد منسقي الدراسات الاجتماعية والاساتذة والطلاب بشكل تدريجي وملحوظ.وينفذ المركز الاردني للتربية المدنية برامج عدة في مجال التربية المدنية وحقوق الانسان والاعلام الشبابي والمرأة والاطفال.

استنتاج :

المواطنة في أبسط تعريفاتها تتلخص فيما يلي :

هي قيم وسلوك أي تربية وآداب وأخلاق وتكوين وذوق حضاري وتراث مرتبط بقيم وثوابت المجتمع وفلسفته في الحياة. فهي تتضمن حب الوطن والتعلق به ;والفرد مدني بطبعه يميل إلى غيره وهو إبن بيئته ومجتمعه . فالمواطنة بهذا المعنى تتضمن التزامات أخلاقية واجتماعية تجاه المجتمع والأمة .

أما من الوجهة القانونية فالمواطنة لها علاقة بالجنسية وحسب هذا التعريف هي حيازة جنسية دولة ما، سواء أكانت أصلية أو مكتسبة والتمتع بكل الحقوق والحريات المدنية و السياسية.

فالمواطنة الحديثة تدل على جملة من القيم والهامة منها :

1- التمسك بالقيم الأساسية الراسخة والمثل العليا والتصرفات الحضارية المشتركة .

2- المشاركة الفعالة في تسيير الشؤون العامة ويكون ذلك سواء على المستوى الوطني و العالمي .

3- التمتع بالحقوق والحريات الفردية والجماعية المنصوص عليها في دستور وقوانين الدولة.

Sometimes I even use theory when I am on vacation. At my previous job I used theory on everyday customers. When they come in, most of the time, just judging by their looks and body language I can usually predict on how much they will spend in the store. I do know that judging a person solely on his or her looks is not the proper way of judging, but unfortunately most of the time this is correct. In other words, theory is an explanation of how you view reality. When you talk about theory you should be able to clearly show how and why certain events occur. If your theory doesn’t come across in a way that people can understand it then that may just be considered as just a strong opinion. In fact, my experience is that people think that theory gets in the way of practice. However, as Kurt Lewin pointed out (as cited in Morgan, Images of Organization, 1997, p. 376) "there is nothing so practical as a good theory". Morgan (1997) posits that "in any sustained endeavor, we are guided by implicit root images that generate theories of what we are doing" (p. 377).
