Latvijas Tranzīta biznesa asociācijas viedoklis par gaidāmo Eiropas Komisijas stratēģiju Baltijas jūras reģionam
1. Baltijas jūras reģiona sadarbības vispārējie ietvari Baltijas jūras reģiona stratēģijai jābalstās uz reģiona attīstībai svarīgiem sadarbības mērķiem, ko nevar atrisināt ES vispārējo politiku ietvaros. Stratēģijā jāietver gan pasākumi, kas jāīsteno Eiropas Savienībai un tās dalībvalstīm pašām, gan pasākumi, kas tām jāīsteno sadarbībā ar Krieviju. LTBA atbalsta šādus 2006. gada 16. novembra Eiropas Parlamenta rezolūcijas ierosinājumus: - izveidot Baltijas jūras stratēģijai savu budžeta pozīciju ES budžetā; - izveidot jaunu programmu ar nosaukumu „Baltijas jūra bez robežām”, kas paredzēta raitas robežu šķērsošanas veicināšanai reģionā; - atbalstīt tādu svarīgu infrastruktūras projektu izveidošanu kā Baltijas jūras autoceļš, Baltijas dzelzceļš un Via Baltica maģistrāle; - īstenot preču, pakalpojumu, personu un kapitāla brīvu kustību starp reģiona valstīm. 2. Eiropas Komisijas Baltijas jūras reģiona stratēģijas ierosinātie mērķi: 2.1. Veicināt reģiona ekoloģisko ilgtspēju; LTBA par galveno reģiona ilgtspējas principu uzskata vides aizsardzības un ekonomiskās attīstības līdzsvaru reģiona labklājībai – izskatot, pieņemot un ieviešot vides tiesību aktus jāņem vērā arī to ietekme uz ekonomiskām aktivitātēm, tai skaitā pārvadājumiem, tranzītu un ostu darbību (jāizvērtē jaunu vides aizsardzības noteikumu ieguvumi attiecībā pret zaudējumiem ekonomikai). Pašreiz kuģošanas drošību Eiropas Savienībā paredzēts pilnveidot ar ierosināto trešo kuģošanas drošības paketi, kas sastāv no vairākiem tiesību aktu projektiem. LTBA uzskata, ka kuģošanas drošības un vides aizsardzības jomā jāstrādā kopā visām Eiropas (ne tikai ES) valstīm. Lai novērstu, piemēram, Baltijas jūrā pastāvošos divus kuģošanas drošības standartus - vieni ES dalībvalstīm un citi - Krievijai. 2.2. Veicināt reģiona pārticību; LTBA uzskata, ka, veidojot jauno Baltijas jūras reģiona stratēģiju, jāņem vērā līdzšinējā reģiona valstu sadarbība un jāuzlabo vienlīdzīgas konkurences apstākļi ar kaimiņvalstīm, īpaši Krieviju. Piemēram, pašreiz kaimiņvalstu ostas izkropļo konkurenci ar ES ostām, ieviešot zemākas algas, elastīgākus valsts atbalsta noteikumus, nodokļu atbrīvojumus, un mazāk stingras vides prasības. ES un Krievijas transporta dialoga ietvaros efektīvāk jārisina Baltijas jūras reģionam svarīga problēma: Krievijas diskriminējošās politikas likvidēšana (dzelzceļa tarifu politika, diskriminējošā pieeja atkarībā no kravu izcelsmes un kravu saņēmēju īpašniekiem, diskriminējošā likumdošanas piemērošana). Lielākā daļa no Baltijas ostu kravu apjoma iet virzienā uz Austrumiem. Robežu šķērsošana Austrumu virzienā ir reģionāla problēma, kas ļoti būtiski ietekmē Baltijas ostas. Ostas ir nozīmīgi loģistikas centri un problēma kādā no piegādes ķēdes posmiem rada problēmu visā ķēdē. 1

Baltijas jūras reģiona valstīm īpaša nozīme ir jūras transportam un tuvsatiksmes kuģošanai, tāpēc atbalstāmi būtu Eiropas Komisijas ierosinājumi vienkāršot tuvsatiksmes kuģošanu un veicināt jūras transporta telpu bez šķēršļiem, tai skaitā Baltijas jūras reģionā. Preču kustību noteikti atvieglotu vienota pārvadājuma dokumenta ieviešana visiem preču pārvadājumiem neatkarīgi no transporta veida. Baltijas jūras reģions ir svarīgs tranzīta maršruts no Krievijas uz Eiropu un otrādi. Lai veicinātu tirdzniecības un tranzīta plūsmas, tai skaitā konteineru kravas pa dzelzceļu, jāsaskaņo muitas procedūras ar kaimiņvalstīm, piemēram, Krieviju. Jāveicina ES tiesību aktu precīza ieviešana un piemērošana Baltijas jūras reģiona valstīs, piemēram, lai izskaustu Baltijas jūras reģiona valstīs krasi atšķirīgo dzelzceļa nozares liberalizāciju. Nosakot kravas transporta tehniskās specifikācijas dzelzceļam jāņem vērā Baltijas reģiona infrastruktūras specifika - Krievijā un Baltkrievijā ražoti vagoni un atšķirīgs sliežu garums, kas Baltijas valstīm nepieļauj lokomotīvju satiksmi ar pārējām ES dalībvalstīm un ierobežo dažādu ES dzelzceļa savstarpējās savietojamības projektu izmantošanas iespējas. Baltijas valstīs jau pastāv vienota vilcienu kustības vadības sistēma, kas ir tāda pati kā Krievijā un Baltkrievijā. Līdz ar to satiksmē starp visām minētajām valstīm nepastāv savstarpējās izmantojamības problēmas. Baltijas valstu prioritārais dzelzceļa kravu pārvadājumu virziens ir Krievija un Baltkrievija. Jāpanāk (ES un attiecīgo valstu vienošanās līmenī) visu ES licencēto pārvadātāju vienādas tiesības un nosacījumus veikt starptautiskos pārvadājumus satiksmē ar robežvalstīm, kas neietilpst ES”. Pilnvērtīgākai dzelzceļa transporta tirgus attīstības pārraudzībai nepieciešams regulāri apkopot, analizēt un publicēt datus par dzelzceļa kravu pārvadājumu tarifiem, tai skaitā ES robežvalstu iekšzemes dzelzceļa tarifiem un to atšķirībām virzienā uz ES dalībvalstīm. 2.3. Veicināt reģiona pieejamību un pievilcību; LTBA domā, ka veiksmīgai ES Baltijas jūras reģiona valstu un kaimiņvalstu integrācijai ES transporta nozares iekšējā tirgū ir svarīgi attīstīt savienojumus, kas noteikti augsta līmeņa darba grupas ziņojumā par nozīmīgāko Trans- Eiropas transporta tīkla asu paplašināšanu uz kaimiņvalstīm un reģioniem, tai skaitā Ziemeļu asi ar savienojumu Ventspils- Rīga- Maskava. Austrumu- Rietumu transporta koridors ir jāattīsta tādā pašā līmenī, kā Ziemeļu- Dienvidu koridors. Eiropas transporta sistēmas sakārtošana nedrīkst apstāties uz ES ārējām robežām- tai ir jābūt savietojamai arī ar kaimiņvalstu transporta sistēmām reģionā. Nepietiekamās savietojamības un citi tehniskie šķēršļi transporta nozarē ir jārisina tā, lai neradītu sarežģījumus reģiona ES dalībvalstu turpmākai sadarbībai ar kaimiņvalstīm. Jāveido ES un trešo valstu sadarbības komitejas, kurās tiek kopīgi risināti tehniski - normatīvo dokumentu atzīšanas jautājumi. Izstrādājot standartus optimālai Eiropas intermodālo pārvadājumu kravas vienībai jāņem vērā Baltijas jūras reģiona valstu īpatnības. Šādam standartam jānodrošina kravas vienību savietojamība Eiropas un Baltijas (tālāk Krievijas) dzelzceļos.

Baltijas valstu ostu un dzelzceļa infrastruktūras kapacitāte neietekmē kravu pieaugumu, jo tās spēj apkalpot arī lielāku kravu apjomu. Lai veiksmīgi absorbētu satiksmes pieaugumu, LTBA ierosina attīstīt alternatīvus koridorus un veicināt kravu plūsmu caur nenoslogotām vai daļēji noslogotām ostām Baltijas jūrā. Jāatbalsta jaunu loģistikas centru veidošana, kuros būtu iespējams saņemt kravas no aizjūras valstīm un tālāk nosūtīt ar citiem transporta veidiem. 2.4. Veicināt reģiona drošību. ES ostas Baltijas jūras reģionā jau ir veikušas milzīgus ieguldījumus drošības uzlabošanā saistība ar ES ostu aizsardzības prasībām. LTBA uzskata, ka jaunu drošības pasākumu ieviešanas nepieciešamība ir rūpīgi jāizvērtē un nepieciešamības gadījumā to izmaksām jābūt samērīgām ar iegūto drošības līmeni. Turklāt ir nepieciešams skaidrs ar drošības paaugstināšanu saistīto izmaksu novērtējums un sadalījums. Jaunu drošības pasākumu ieviešanai jānodrošina ES finansiālais atbalsts. Nebūtu atbalstāma tādu aizsardzības pasākumu ieviešana Baltijas jūrā un Baltijas jūras šaurumos, kas uzliek papildu finansiālus apgrūtinājumus kuģiem, vai var radīt nevienlīdzīgas konkurences iespējas, tādu kā obligāts eskorts un eskortēšanas velkoņi un obligāta loču izmantošana Baltijas jūras šaurumos. 3. Sadarbības koordinācija un instrumenti Baltijas jūras reģiona stratēģijas ieviešanai LTBA ir pārliecināta, ka sākotnēji kopīgi jānosaka ES Baltijas jūras reģiona stratēģijas prioritātes, mērķi, aktivitātes un tikai pēc tam – organizācijas/institūcijas, kas to ieviesīs un finanšu instrumentus, kas tiks izmantoti. Lai sasniegtu stratēģijas mērķus, tās īstenošanā jāpiedalās visiem reģionāliem dalībniekiem - valstīm un organizācijām (tai skaitā BJVP, Ziemeļu Padomei, Baltijas Asamblejai, HELCOM, BaltMet u.c.). Precīzi jānosaka katra sadarbības formāta ieguldījums kopēju mērķu sasniegšanā, lai izvairītos no reģionālo organizāciju aktivitāšu pārklāšanās. Optimāli jāizmanto katra sadarbības formāta priekšrocības. ES, Islandes, Norvēģijas un Krievijas kopējais reģionālās sadarbības formāts – Ziemeļu dimensija sākotnēji ietvēra tikai Baltijas jūras valstis. Līdz ar 2006. gada 24. novembrī Helsinku samitā pieņemto Ziemeļu dimensijas ietvardokumentu tika uzsākta atjaunotā Ziemeļu dimensijas politika, kas kā prioritāru ietver arī Barenca reģionu. Krievija labvēlīgāku kuģošanas apstākļu dēļ nākotnē plāno novirzīt daļu no Eiropai paredzētās transporta un enerģijas avotu plūsmas caur Barenca jūru. Tāpēc jāizvērtē pasākumi sadarbības uzlabošanai un iespējamie transporta un enerģētikas infrastruktūras savienojumi ar Barenca jūras reģionu. Pašreiz ES Baltijas jūras reģiona valstīm ir veiksmīga sadarbība ar Krieviju un Baltkrieviju BJVP ietvaros, bet Ziemeļu dimensijas ietvara efektivitāte ir apšaubāma pārāk plašā darbības lauka dēļ. LTBA aicina optimāli izmantot sadarbību ar Krieviju kopējā tīklā - ES Baltijas jūras reģions kā platforma visai ES svarīgu problēmu risināšanā (ES – Krievijas robežattiecības, energoapgādes drošība, transporta savienojumi u.c.). Šādiem mērķiem būtu nepieciešams papildu ES finansējums.
