Various research studies as well as policy documents have repeatedly highlighted the low level of public spending on health in India.1 In particular, public spending on health as a per cent of GDP has been the focus of discussions, as it is an indicator of the priority accorded to health in the planning process of the country. Policy documents like the Approach Paper to the Twelfth Five Year Plan (2012 to 2017), the High Level Expert Group for Universal Health Coverage (HLEG), the Programme Implementation Framework of the National Rural Health Mission (NRHM) and the Report of the National Commission on Macroeconomics and Health (NCMH) have all endorsed the need to raise the level of public spending on health in India from around one per cent to 2 to 3 per cent of GDP. This product was a mascara product that many women were using on their eyelashes to make the look longer and bolder. Lash Lure had contained p-phenylenediamine, which was an untested chemical that proved to be harmful to the customers using it. The p-phenylenediamine caused horrible blisters, abscesses, and ulcers on the face, eyelids, and eyes of the consumers who used Lash Lure, and it led to blindness for some. In one instance, the ulcers were so severe that a woman developed a bacterial infection and died. This incident and others like it led the United States Congress to pass the Food, Drug, and Cosmetic (FD&C) Act of 1938. This law gave the FDA regulatory authority over cosmetic products, and companies began to test products and ingredients on animals in an effort to assure safety for consumers. The FDA “urges cosmetic manufacturers to conduct whatever tests are appropriate to establish that their cosmetics are safe”, but “does not specifically mandate animal testing for cosmetic safety.” The issue that is being raised is it ethical to harm an animal for the sake of marketing a new cosmetic product. Facts: Every year, an estimated 70 million animals are maimed or killed for cosmetic testing in the US alone, and nearly $12 billion taxpayer dollars are spent yearly on the practice. Only about 20 percent of Americans have completed living wills, and data show that family members are poor at predicting patients’ wishes for life-sustaining care. But despite court cases and national consensus that these are private and not legislative matters, the Schiavo case is unlikely to change practices except to increase the number of Americans who complete living wills. Remember 197 6? That was the year the United States was engaged in the case of Karen Ann Quinlan, the first so-called right-to-die case.1 When Quinlan was twenty-one years old, she ceased breathing for two fifteen-minute periods while at a party. In the emergency room her pupils were nonreactive, and she was unresponsive to deep pain stimuli.
