The Department of Homeland Security is one of the most important departments in our federal government. It is largely responsible for ensuring that the United States as a country is kept safe from harm, whether through natural or terrorist events. However, even a department as large as the DHS is unable to fully protect the homeland from every threat possible. There is no way to always cover every avenue for potential threat to the U.S. To combat this unfortunate reality, the DHS relies on help from private enterprise. The DHS includes an office, known as the Office of Policy, which includes the Private Sector Office as one of its sub-departments. The Private Sector Office provides the Secretary and Department leaders with advice on issues relevant to the private sector, including academia, non-profits, NGOs, and businesses (dhs.gov). In addition, the PSO helps create and foster strategic communications with the private sector to enhance the primary mission of the Department to protect the American homeland (dhs.gov). This paper will explain the involvement of the Department of Homeland Security with private enterprise via the PSO, explain why this involvement is crucial to the mission, and explain how the DHS uses private enterprise in the protection of critical infrastructure and key resources. This paper will also give examples of programs that address governments on all levels, private enterprises, or individuals in the DHS mission areas of Prevention, Response, and Recovery. The Private Sector Office has four major missions: * Engage individual businesses, trade associations and other non-governmental organizations to foster dialogue with the Department. * Advise the Secretary on prospective policies and regulations and in many cases on their economic impact. * Promote public-private partnerships and best practices to improve the nation's homeland security. * Promote Department policies to the private sector.

The PSO’s involvement with private contracting and enterprise is extremely important in maintaining our national security. No matter how large the DHS is, it would never fully be able to deter or mitigate every threat that comes the United States’ way on its own. Through public-private partnerships, the DHS is able to gain knowledge and resources, view threats from a different point of view, and even help private enterprises be more secure in their dealings and policies. The government has used private sector enterprises since the Great Chicago Fire of 1871, when the federal government was assisted by local and state governments, as well as charities and private businesses, in rebuilding and financing the recovery of Chicago. Subsequent disasters, such as the San Francisco Earthquake and the Great Mississippi Flood, saw the federal government aid private enterprises in their recovery, and our history shows even in the 19th century that the government and private enterprise cooperated to help mitigate disaster as quickly and efficiently as possible. In the 20th century, agencies like FEMA were created to work with private enterprises, with private companies contracting out to the government to assist with production or preparation for an event, or the government using public-private partnerships to help bolster national defense standards. Over time, businesses have taken a more expansive role in defense and security, building out IT infrastructure, producing specialized law enforcement equipment, and contracting out job functions in government offices (HSAJ.org). The DHS also partnered with many private sector companies to create a strategic body known as the Critical Infrastructure Partnership Advisory Council (CIPAC) (HSAJ.org). “The CIPAC is the basic organizational framework in which government and private sector representatives exchange information and coordinate critical infrastructure protection activities at the federal level. The CIPAC membership roster reads as a veritable “who’s who” of government agencies and industry leaders nationwide. Firms in the CIPAC include such companies as BASF Corporation, the Trump Organization, Verizon, the Boeing Company, Google, and the US Oil and Gas Association. Government entities in the CIPAC include the United States Environmental Protection Agency, Department of Commerce, and Department of Justice” (HSAJ.org). The CIPAC is also one of the primary programs that enable the DHS to work with the private sector in its key mission area of Recovery. The CIPAC has been responsible for timely recovery from disasters countless times, including 9/11, Hurricane Katrina, and the BP Deepwater Horizon oil spill. Because of this, FEMA and the CIPAC are very effective partners and are the example for how a government agency can work in tandem with a private program designed to assist the government in defending the homeland. There are two main programs that each play an extremely important role in the primary mission areas of Prevention and Response. The first is the National Cyber Security Alliance (NCSA). In 2014, the government passed the National Cybersecurity and Critical Infrastructure Protection Act, which promotes the notion that cybersecurity is an issue not just for the business community or the government, but an issue that can be best addressed via combined resources (bna.com). In light of several high-publicity cyber breaches, both in the private and the public sector, this act gives the NCSA credibility in its attempts to raise awareness about cybersecurity issues and promotes best practices for computer users to protect themselves against electronic threats (HSAJ.org). Public-private partnerships are what make up this Alliance, and the NCSA board includes representatives from numerous national firms, while the government works to promote its work through initiatives like National Cyber Security Awareness Month. Organizations like these help our country to be prepared for an attack and help businesses and the government respond more effectively to cyber-attacks (HSAJ.org). The other main program that plays a role in Prevention and Response is the Customs Trade Partnership Against Terrorism (C-TPAT). C-TPAT works closely with U.S. Customs and Border Protection, a DHS agency, and helps the government with risk assessments of supply chains and borders. One program created by C-TPAT is the Transportation Worker Identification Credential (TWIC), which pre-screens workers with unescorted access to sensitive areas of ports and borders, ensuring that they do not pose a security threat (HSAJ.org). In short, DHS and private enterprise combine to effectively reduce potential threats and anticipate problems or weaknesses, allowing the DHS to do its job and keep the U.S. as secure as possible. Initiatives and programs like C-TPAT, TWIC, the CIPAC, and many others enable the DHS to keep our country, virtual and physical, secure from as many attacks as possible.
