5. Statutory status
5.1. In order for a document to have influence over the final decision made on a development application, it needs to have statutory weight. The level of statutory authority the document has will determine how much power it has in determining the outcome of a development application.
5.2. Both NP and AAP have statutory ‘clout’ (PAS, 2010). This means they have passed the assessment of an external inspectorate and because of the Localism act 2011, they will be considered equally with LP policies (DCLG, 2014).
5.3. This means the community influence in preparing the policy vehicles, a major influence in NP and potential influence in AAP, will be the driving the force when deciding decisions.
5.4. The fact the documents are more in depth gives greater confidence to potential investors and helps to leverage regeneration funding.

The Holderness Road corridor AAP in Hull (2011), primary objective was to ‘attract and sustain Investors’. Their long-term vision and strategies installed confidence in the area and allowed investors to make a justified decision. With the backing of the investors, the AAP has been fulfilling its role of regeneration.
5.6. Although the community initiates the NP for it to pass the inspectorate the original vision may have had to of been adapted. The document will have statutory weighting, but may not be accurate to the original plans. As mentioned earlier, this necessity to change the community vision in order to ensure the NP can be adopted, is not a truly localist approach.
