Chapter I:1

An Introduction to Taxation

Discussion Questions

I:1-1 The Supreme Court held the income tax to be unconstitutional in 1895 because the income tax was considered to be a direct tax. At that time, the U.S. Constitution required that an income tax be apportioned among the states in proportion to their populations. This type of tax system would be extremely difficult to administer because different rates of tax would apply to individual taxpayers depending on their states of residence. p. I:1 2.

I:1-2 The pay-as-you-go withholding was needed in 1943 to avoid significant tax collection problems as the tax base broadened from 6% of the population in 1939 to 74% in 1945. Pay as you go permitted the federal government to deduct taxes directly out of an employee's wages. p. I:1-3. I:1-3 Under a progressive tax rate structure, the tax rate increases as the taxpayer's income increases. Currently, for 2011, tax rates of 10%, 15%, 25%, 28%, 33% or 35% apply depending upon the taxpayer's filing status and taxable income levels. Under a proportional tax rate or "flat tax" structure, the same tax rate applies to all taxpayers regardless of their income levels. Under a regressive tax rate structure, the tax rate decreases with an increase in income level. The concept of vertical equity holds that taxpayers with higher income levels should pay a higher proportion of tax and that the tax should be borne by those who have the "ability to pay." Thus, Congressman Patrick's opposition to the flat tax is theoretically correct; all taxpayers will pay taxes at the same rate, regardless of the ability to pay. pp. I:1 4 and I:1-5.

I:1-4 It is possible for the government to raise taxes without raising tax rates. Because there are two components in computing a taxpayer's tax, the tax base and the tax rate, taxes can be raised by increasing either the

Challenges and Prospects of Taxation in Ghana

...CHAPTER I INTRODUCTION The desire to build a civilized country with a strong and sound economy is the desire of every patriotic Ghanaian citizen. Tax payment is the demonstration of such a desire, although most income earners see it as a means of exploitation by the government. Tax payment is a voluntarily contribution imposed by the Government on personal income earners, companies, investors, exporters, importers etc. revenue realised from taxation is a major source of revenue to the Government of Ghana, and as such is an important tool used in the development of Ghana and her economy. However, tax evasion which is the wilful and deliberate violation of the law in order to escape payment of tax, posses a big threat to income taxation in Ghana as it reduces tax revenue to the Government, thereby hampering economic growth and development. However, this research was undertaken to help increase revenue generated from income tax to the government, by pointing out the challenges faced by tax officials in discharging their lawful duties. Various challenges such as tax evasion on the part of the income taxpayers drastically reduce income tax revenue to the government. This has been a big problem for decades and needs to be properly addressed. 1.1 BACKGROUND OF THE STUDY AND PROFILE OF THE ORGANIZATION After a thorough research on the revenue structure of Ghana, it became evident that revenue from tax was a big source of income to the government of Ghana, and needed much attention...

Case Analysis

...Introduction When fossil fuels, gas, coal, or oil, carbon dioxide is released into the atmosphere. Carbon dioxide is then reabsorbed by plants and trees. According to the Environmental Protection Agency (2014), however, carbon dioxide that has been contained under the earth’s surface for millions of years is being released so rapidly because we are burning fuels so quickly that plants and trees that are alive now cannot soak carbons up. Because of the extra carbon dioxide in the atmosphere the overall temperature of the planet is increasing, producing a “global worming” effect. Therefore, the average global temperature is increasing everyday and changing the environment in unstable ways, from hurricanes and tornados to heat waves and droughts. To try and reduce the risk of increasing extreme weather, the burning of fossil fuel needs to be diminished. Note: All emission estimates from the Inventory of U.S. Greenhouse Gas Emissions and Sinks: 1990-2012. Relevant Facts Environment Commissioner Mr. Carlo Ripa Di Meana has tried to come up with a solution to the carbon emissions problem. He announced came up with a proposal for a European carbon tax. It seemed that the proposed tax would tax the carbon content of fossil fuels and non-renewable forms of energy. Burning fossil fuels such as oil, gas, and coal would carry a tax that would contain two factors, one associated with the energy content and the other with the carbon content. Revenues from the tax would accrue to...

...(1976) 55-75. 0 North-Holland Publishing Company THE DESIGN OF TAX STRUCTURE: DIRECT VERSUS INDIRECT TAXATION* A.B. ATKINSON University of Essex, Wivenhoe Park, Colchester, England J.E. STIGLITZ Stanford University, Stanford, CA 94305, U.S.A. Revised version received February 1976 1. Introduction The recent literature on optimal taxation may be seen as attempting to clarify the structure of the arguments advanced to support changes in the tax system, tracing the implications of taxes and quantifying (analytically) the trade-offs between the various objectives of tax policy. This literature has examined the optimal structure for particular types of taxation taken in isolation, such as the optimal rates of excise tax and the optimal income tax schedule. Our purpose, on the other hand, is to provide a broader framework and to consider the interaction between different kinds of taxation. To illustrate this, we reexamine the age-old question of direct versus indirect taxation and the relationship of these taxes to the goals of efficiency, vertical equity and horizontal equity. After describing in section 2 the general framework of the analysis, and arguing that any treatment of the choice of tax structures must be centrally concerned with distributional considerations, we begin in section 3 with the extension of the classic Ramsey formula for optimal excise taxation to include vertical equity objectives. This was considered by Diamond and Mirrlees (1971), but the results ...

Alcohol in Alaska

...of American Indians, but alcohol use has ruined the lives of countless people. The introduction of alcohol in Native American societies began with English explorer Henry Hudson in the early 1600’s during the exploration of what is now considered the New York City metropolitan area. The brief encounter began as an attempt to thwart any possible mischievous plans of the Mohawk chief and continues to harm the Native American people (Morris 1880). As of 2010, the United States population contains 4.1 million individuals who identify themselves as having American Indian or Alaska Native heritage. Within this population, Native Americans are six times more likely to die from alcohol related causes, have a life expectancy rate six years lower than the national average, and report heavy alcohol use almost double the other ethnicities in America (American Psychiatric Association 2010). There is never a simple solution to the complex problem of alcohol within any ethnicity and this toxic relationship is ever present in many Native American communities. Both governmental agencies and non-for-profit organizations have attempted to establish policies to control and restrict alcohol use and end the cycle of alcohol abuse. Policies targeting a possible tax on alcohol, limited availability, and social factors have been proposed and implemented in order to curb alcohol use. One hypothesis stated that taxation or higher prices of alcohol...

...Introduction Over the last 12 months, the excessive sovereign debt problems in Portugal, Ireland, Italy, Greece, and Spain which all are members of European Union led to a crisis in the global financial system. As the European Monetary Union members use the Euro as the common currency, they do not have abilities to use independent monetary policy, the solution of this debt crisis which can influence the whole global financial system becomes to difficult to be found. Chart 1: How country debts and budget deficits compare [pic] Source: Eurostat Newsrelease Euroindicators 2010 According to the Chart 1 above, the debt of Italy is 115.8% of GDP and Greece (115.1% of GDP) is closely followed, while Ireland has the highest budget deficit of 14.3% of GDP and next is Greece (13.6% of GDP). However, the European Union member states were required to have 3% for the ratio of the actual government deficit to GDP as market prices and 60% for the ratio of government debt to GDP at market prices (Treaty on European Union, 1992). It is clear that all member states shown above broke the standard of Treaty on European Union and have excessive deficit and debt relate to the GDP. Government debt is defined as the government borrowing in order to satisfy the short-term liquidity needs or the longer-term budget capital expenditures (Edirisuriya, 2010). The government debt usually can be caused as an accumulated governmental deficit over several years or several decades. A large scale of...
