...Presenting Problem I will begin with a problem related to sexual abuse and the ensuing family problems and legal issues following it. I am currently working in my field placement at Lifespan Family Services, (LFS), with a 16-year-old boy who was discharged from a residential treatment facility to a foster home from this agency. The boy we will call Brian, was referred by the Jefferson County Probation Department with the goal of transitioning him back to the home of his maternal grandparents who currently take care of one of his older brothers. Brian and his two older brothers share the same biological father who perpetrated sexually on all three boys. During the first several years of Brian's life he lived in the home where the incidents took place. After it was discovered that the father was abusing the boys, Children and Youth Services, (CYS), of Jefferson County removed all three boys from the home pending charges against the biological father. The father of the three boys was eventually convicted of a multitude of charges related to his perpetrating on the boys and was given a lengthy prison sentence. Brian's mother was involved with a multitude of paramours’ in short term relationships one of which resulted in the birth of a girl. Brian's mother eventually remarried and maintained custody of the three boys and their younger sister. Fatherlessness is widely recognized as a contributing factor to a myriad of social maladies in the United States. Father absence has been a subject of heated debate and the center of countless surveys, focus groups and opinion polls. There are some who disagree as to exactly how culpable absent fathers are for many of the social ills we’re seeing in our society today, but there’s no denying it is a problem. This paper will endeavor to show that in spite of often heroic efforts by single mothers to rear their children as productive members of society, there is an overwhelming amount of data indicating fatherlessness as a significant factor of violent crime, educational under-achievement, high rates of sexually transmitted diseases (STDs), teenage pregnancy and behavioral disorders and it is vital that children have a father proactively involved in their lives wherever possible. Various federal laws have been enacted since 1934 to promote such regulation. Gun control advocates argue that they curb access by criminals, juveniles, and other "high-risk" individuals. They contend that only federal measures can successfully reduce the availability of guns. Some seek broad policy changes such as near-prohibition of non-police handgun ownership or the registration of all firearm owners or firearms. They assert that there is no constitutional barrier to such measures and no significant social costs. Others advocate less comprehensive policies that they maintain would not impede ownership and legitimate firearm transfers. Opposition to federal controls is strong. Gun control opponents deny that federal policies keep firearms out of the hands of high-risk persons; rather, they argue, controls often create burdens for law-abiding citizens and infringe upon constitutional rights provided by the Second Amendment.
