1. Terms of Reference
1.1 Background
With the gradually development of economy, more attention has been paid to energy conservation and environmental protection in the contemporary society. “Many corporate IT departments have green computing initiatives to reduce the environmental impact of their IT operations.” (Curry, 2012) Our company ought to keep up with the pace of the era and even lead the trend in the relevant industries by means of Green ICT so that we can obtain more profits than any other education institution. Green ICT is the study and practice of environmentally sustainable computing or IT. San Murugesan notes that this can include "designing, manufacturing, using, and disposing of computers, servers, and associated subsystems—such as monitors, printers, storage devices, and networking and communications systems — efficiently and effectively with minimal or no impact on the environment." (San, 2008) We all know that the most apparent benefits of Green ICT are energy conservation, environmental protection and cost savings. Also, utilizing Green ICT to enhance our company’s popularity is a good opportunity for us.
1.2 Goal of your Green ICT Plan
“Green ICT and its services present opportunities to deliver low carbon footprints and mitigate carbon emissions because of the unique ability to make energy consumption and green house gas emissions visible through its products and services.” (Bhart, 2011) For our Purchasing Department, the goal of implementing the Green ICT plan is to economize a large number of unnecessary expenses and to conserve energy to the maximum extent while purchasing the stuff we required. For our enterprise, we aim to be the leader in the peers.

2. Action Taken
2.1 Methodologies of Investigation
We have been conducting marketing research for a long time by various ways such as giving students questionnaires and having surveys on the Internet. The first investigation aims at the students who have been members of our institution. They would answer a lot of questions about our teachers, consultants, TAs and even the equipment we use. Those questions include the satisfaction in different aspects and the advice they want us to improve. The second investigation which is wider range aims at the students who aren’t members of any education institution. The questions include why they do not attend any education institution, which kind of education model they prefer specifically and what they think about the Green ICT. The third survey which is on the websites aims at parents who always hope their children to obtain the best education resources. We think their suggestions vital and indispensable as well. The questionnaires include what they think about the expenses and what do they think about the Green ICT.
2.2 Assistance from Other Departments
Our purchasing department is seeking for cooperation with other departments. First of all, publicity and brand propagation force are the most crucial things we required. We need Marketing Department to advertise the more the better. The more popular price we have than other education institutions due to the Green ICT should be emphasized primarily. It should also be emphasized that not only young people but also middle-aged people or even the elderly can learn languages in different countries like English, Japanese, and Italian and so on. Secondly, we need Finance Department to loan from bank because a large amount of fund is demanded at the beginning of implementing Green ICT. Thirdly, we all think Customer Care department is essential to our company because our company is a service company. When people seek for help, the department can cope with their problems. Moreover, “database management continues to gain importance as more and more data is brought on-line, and made ever more accessible through computer networking.” (Mcgraw, 2003) So ISM Department will advertise the Green ICT Plan on the Internet and may enlarge our customer group. We can create a harmonious relationship in our company. Eventually, we will cooperate better and better and the plan will proceed more and more smoothly.

3. Findings
3.1 Findings through Investigation
According to our investigation, we find it generally believed by most parents that the expenditure of many education institutions is much too high to afford it in the long term. All they want is that their children can obtain the best education resources. Also, some students think the expenses of education institution are high as well. They would rather study on their own than attend the extracurricular tutoring. A part of them even think attending the after-class tutoring not only waste their parents’ money but also waste their time. We also get suggested by some students who are not satisfied with the teachers teach them at present. They think the teachers may be too strict or too stiff and not so appropriate for them.
3.2 Findings through Coordination
During the coordination, the facts that are directly relevant to our plan are various. Firstly, as the Purchasing Department, just as its name implies, we are responsible for purchasing all kinds of things. So the fund is indispensable to our department, and we need the help of Finance Department. The Finance Department should raise fund in advance before our Purchasing Department prepare to purchase the things we required such as the books supplied to students, the equipment provided to teachers, the machines used by workers and so on. Next, Marketing Department which focuses on the major customers should do some research and tell us what kind of products the customers like best so that we can cater to their wants and purchase the appropriate products. What is more, the Customer Care Department should talk more frequently to our students and their parents. For example, the questions like if they are satisfied with the teaching materials, equipment in class can be asked. And then we need a detailed feedback.

4. Conclusion
4.1 Analysis on Findings
As an education institution, the most significant part for our company is students hence we will make all our efforts to improve and perfect our drawbacks. Our institution allows each student to grade the teachers and choose which teacher they like most. The teachers who aren’t welcomed by many students will be fired directly. It is very cruel but only in this way can we make sure the satisfaction of students and their parents. We must make sure that the students can obtain the best education resources. We not only want to satisfy them but also delight them and make them willing to introduce our institution to their acquaintances to broaden our brand’s awareness. It is also good for students to improve their scores. As to expenses, we will try our best to cut down our cost by negotiating with our suppliers. We may get a lower price if we purchase the great quantity. Also, the Green ICT plan can be helpful in the long term.
4.2 Green ICT solutions
As the Purchasing Department, our model of our own Green ICT Plan is clear and periodical. Above all, since our company is a formal education institution, the primary thing we have to cope with is the copyright issue. We have to make sure that the copyright infringement problem would never ever happen in the future. If the copyright infringement problem happened, the reputation of our enterprise will be impacted or even destroyed. All the teaching material we provide to students should be authorized by the original. Duplication is not permitted without consent. Secondly, quality is much more significant than quantity. Nowadays, the situation that students are required to purchase numerous reference books in other institutions which is totally disadvantageous. Hence the quality of the reference books supplied to our company is crucial. Thirdly, “the stakeholders must communicate the models to the business community, give several interactive presentations, and publish summary information specifically targeted at business professionals. Their efforts are critical to the success of the enterprise.” (James, Scott, Michael, James, L., Vikas & Elias, 2003). So we reached a consensus with our suppliers who consider the environmental friendly vital as well. They all replied us positive answers in the business letter and promised to supply us with recycled paper which can protect not only the environment but also students’ eyesight and energy-efficiency equipment. For example, whiteboard can be utilized to substitute blackboard. Projectors, tablet PC such as iPad and some other high-tech products can also be introduced in class so that the probability of using paper will descend. Furthermore, e-book is a promising product in the future. Students are able to read on their mobile phones or Kindles conveniently at any time.

5. Recommendations
Unity is strength. Our seven departments consist of the entire company. We are one and all we have to do is cooperation while each department performs its own functions and makes our company better and better. In point form, as the Purchasing Department Manager, I need the Finance Department provides enough fund to purchase various stuff because purchasing is crucial to our department. As to Production Department and Human Resources, since you two departments supervise the internal personnel, you can talk to me when you lack of something. Customer Care Department and Marketing Department investigate the external customers and market. You must bring me feedback about people’s reactions to our products in time. As to ISM Department, I also need a detailed feedback about the software we use in the iCloud, including its satisfaction and convenience so that we can make suggestions to our suppliers to make the software more intelligent and efficient.
