First, there is no HMOD commander monthly review of crew rosters. I have inquired with both the Company and HMOD commanders and they do not conduct monthly reviews of the crew rosters. This absence of a periodic review does not meet with the agreement made for the 2012 audit findings/recommendations. However, the HMOD and the Company commander do conduct a review of the crew roster during the sailing order publication process, which can be a period greater than 30 days or more between sail.

Secondly, as noted earlier there is the potential for extended periods (greater than 30 days) of no reviews of crew rosters due to the long periods between underway operations. Under current procedures, the Company Commander will review crew rosters a minimum of 7 days prior to the vessel conducting underway operations. Effectively there could be periods greater than 30 or 90 days of no reviews by the HMOD and 545 Commander unless the vessel has an underway …show more content…
Furthermore, an integral part of this validation is crew qualifications. The periodic review will provide the leadership with the ability to conduct underway operations with short notices and with a qualified crew; if not, to timely address shortfalls in licenses and certification through training and qualifications by the vessel’s MSE or off-site training.

CAUSE: The current operation processes and local policy, SOP, etc. do not require a monthly check by the HMOD of crew rosters nor a quarterly check by the company commander. However, this review requirement may be misconstrued as complete by their monthly sea pay activities. Several of the interviewees noted that since sea pay and certification/licenses are tied to each other that they have combined the two sets of data, i.e. crewmembers individual certification and license data files with their respective sea pay
