To begin I would be in a complete different country, which means and I know the customs, rules, and laws are not the same. First I would need additional information such as, what would the governments initiative consist of. For example if the government’s initiative consist of making bribery illegal. Also if people could report a bribery, to the police and it would be considered a crime.
