We need more laws to address drunk driving:

There are 300,000 incidents of drinking and driving every day, and every 120 seconds someone will be injured in a drunk driving crash, 10,839 people will die in drunk driving crashes that’s one every 50 minutes this year to add to that mind boggling statistic, one person is injured from an alcohol-related crash every minute.
I have 3 life experiences where I was involve in drinking and driving, you tell yourself, it will be fine if you roll your car window down to get some air will you driving down the highway or drink some juice or water before you leave the bar and you will be ok, when you hear on the news drunk driver killed 2 innocent people and you convince yourself that will not happen to you until it do, believe me been there done that and have the T shirt to prove it. My first drinking and driving incident was in 1991, don’t remember the exact date because it was so long ago, it was in the winter months because I remember it being very cold outside, I was coming from a club I frequented in Morningside Maryland it was about 2am Saturday morning, I was headed home to Woodbridge V.A, and to make matters worse, my dumb ass was doing about 95 miles an hour on 495 south, I might as well have placed a neon light on the back of my car saying come get me coppers I am drunk and I am driving 40 miles above the speed limit, and then amidst my drunken stupor, a glimmer of common sense surfaced and convince to slow down and look in my rearview mirror, then I saw just a flicker of red and blue light in my rearview mirror, and then I realize the jig is up I am about to pull over, the thought did cross my mind because the police cruiser was so far away, to make a run for it, I thinking to my me I can turn of my light and take the next exit off the highway and the police officer won’t see me, and there goes that pesky common sense again advising me just to pull over and take my punishment be it jail or whatever, so I pulled over on the left shoulder and obediently wait until the highway patrol officer to catch up to me, and as I was waiting all the worst case scenario is going through my head, because I was an active duty military (US Navy) I am going to captain mass and lose my clearance, then there was blinding bright white light, I couldn’t see anything behind me, then I heard a male voice with those sobering words “driver put both hands out the car window” I was expecting something like that so I already had my window down and drivers license in-hand, so I comply with the officer instructions, the next set of orders was “ with your left hand open the car door, then with both hands up exit the vehicle, then with your back facing me and both your hands up, walk toward my voice backwards” at this time I am thinking don’t trip, stumble or make any sudden moves because I might get shot, and then the command was given to stop and keep my hands above my head, then I heard someone walking towards me, the officer advise me to place my hands behind my back and turn around and then he frisked me (check for weapons) then he asked me where I was coming from in such a hurry and I told him the club and he asked how much I had to drink tonight and I said 2 drinks which was untrue I probably had about 5 or 6 at least, then the officer instructed me that he need to conduct a sobriety test, so there I was standing on 1 leg with one finger on my noise, trying tirelessly to keep my balance and then I had to walk a straight line one foot in-front of the other, by this time another police cruiser pulled up, and as I was going through the sobriety testing, I am thinking to myself I am going to jail, then the next part of the sobriety testing is the breath analyses, it is this device that has a disposable tube with a meter that you blow into and it measure your blood alcohol level, to this day I am still stills baffles me that neither one of the officer didn’t have a breath analyses with them, so the officer wrote me up for a reckless driving ticket and send me on my way, the reckless driving alone could have led to jail time, as stated by Maryland Transportation Code, stated in next paragraph.
“Reckless or impaired driving is covered by Title 21, Subtitle 9 of the Maryland Transportation Code. According to state transportation code § 21-901, the scope of this subtitle applies throughout the entire state of Maryland, regardless of whether the alleged perpetrator is on or off a highway. Note that the Maryland Transportation Code is separate from the Maryland Criminal Law Code, which covers the aforementioned instances of reckless endangerment.”
My second experience with drinking and driving, was about a year and a half from the previous incident needless to say I didn’t learn my lesson, it was summer of 1993, I was under military orders to San Diego California to be stationed on the USS McKee, I was planning to drive to California the next morning, so that evening before one of my friend was have a going away gathering for me at his home in Alexandria, yes there was drinking involved and I have more than a few, so at about 8pm anticipation the long drive I had the following day, I decided to call it in early, and I bid my fair well and headed to my sister home in Woodbridge VA where I was temporarily staying until my departure the following day, on my drive to my sister’s home, I ran a red light, got pulled over by Prince William county police in Woodbridge on route 1, and I am thinking here we go again, and I am going through the procedure through my head again, like I am going to jail, I am going to lose my job my clearance, you know the drill by now, the office walked up to my side of the care and said driver’s license and registration please he engage me in the general conversation do you know why I pulled you over and I stated “yes” I ran the red light at this time I guess he smell alcohol because his next questions gave it away the office said “Have you had anything to drink this evening” and I stated “ Yes” and he said how many and I stated, “ I only had 2 drinks officer” but I am sure he know this was not so, at this time he saw my sea bag in the back seat of my car, a sea bag is a military issue bag use to carry military uniforms, so he asked me if I was in the military and I stated yes US navy and that I am under orders and that I was driving out to San Diego in the morning, then he stated he was in the Marines, so he stated I know if I charge you with a DUI that it will jeopardize my orders and my career, and I stated yes sir it will, so he said I got an option for you, he as me if I don’t mind his partner drive my car to my sister home and he will drive me in his police cruiser, and I responded pleasingly of course officer, and we did just that he drove me to my sister’s house and gave me my car keys when I got to the house.
The last experience was actually recently summer 2012, I was going through my, divorce, it was Friday and the last class of the semester, I decided to drive to DC to Park night club, had a few Hennessey on the rocks, after about 2.5 hours it was time to go, so I jump in my dodge Durango, started to head home, my first sign that this was a bad idea was I got lost, I took me 30 minutes to find I-395 south, I am on 395 heading south, I know I was tired, I keep on dozing off but I would catch myself, so I rolled the window down trying to get some air, hoping this would wake me up, it worked for a little bit, the next thing I noticed I am heading toward the concrete barrier on 95 south, I swerve to avoid hitting the concrete barrier, in doing that my vehicle went in a complete 360 degree spin, the vehicle stalled in the middle of I-95 heading in wrong direction, with my heard racing my whole body is shaking, I gathered my wits about me, and at this time I am thinking I have to get out of here before the cops come, so I started up the vehicle, it took a minute to get the vehicle started, so I driving again heading south, looking in my rear view hoping not to see any lights, but wish full thinking, there it is lights, so I pulled over and waited for the highway patrol cruiser to arrive, and I am like again here we go, I am thinking there is no way I am getting out of it this time, there is no way, the police office pulled up, place both hands out the window, he had me get out of the vehicle, walk backward towards him, he frisked me, then he did the sobriety testing, this time I blew in the breath analyses, and I blew a .018, but he let me off easy, because I could have easily killed someone, he gave me the breath analyser tube as a reminder of what could have happen, he make me promise I would never drink and drive again, I escaped a dui conviction for the 3rd time, the officer had my vehicle towed to my home and gave me a reckless driving ticket, I had to go to court, in the end I had to pay $360 to get my vehicle towed, $300 in fines and $130 for traffic school.
They are excellent programs like MADD, Mothers against drunk driving, started 35 years ago, MADD has evolved into one of the most influential and widely supported non-profit organizations in America. Sober Ride home, WRAP's Sober Ride , called one of the nation's most successful free cab ride programs for would-be impaired drivers, has helped to ensure greater Washington, DC residents have a safe way home on high-risk holidays. Since 1993, WRAP has provided over 62,182 safe rides home. Currently, Sober Ride operates during the December/January holiday season, St. Patrick's Day, Independence Day and Halloween.
