Pada bulan juni tahun 1993, Kombs teknik mendirikan perusahaan dengan 25 juta dolar dalam penjualan. Bisnis dasar terdiri atas dua kontrak dengan Amerika Serikat Departemen Energi (DOE), satu untuk $ 15 juta dan satu untuk $ 8 juta. September 1993, DOE memberikan Kombs dengan daftar pertanyaan mengenai proposalnya. Lebih dari 95 persen dari pertanyaan yang berhubungan mengenai manajemen proyek. Kombs menanggapi semua pertanyaan.
