Introducción

El mundo en el que vivimos actualmente es un sistema globalizado conformado por empresas de diversos tamaños y diferentes rubros, nuevos mercados, economías dinámicas, tecnología avanzada, diversidad de culturas interactuando entre sí, entre otros subsistemas en donde el Ingeniero Industrial desempeña un rol muy importante, brindando un gran aporte en temáticas respecto a calidad, productividad, gestión de servicios, y todo aquello que involucra una excelente gestión de procesos.
Ahora bien, el Perú es un país que no es ajeno a este sistema. Posee una extraordinaria biodiversidad, una economía creciente, empresas que se hacen cada vez más competitivas desarrollando y aplicando diversos mecanismos en búsqueda de mayores beneficios. Considerado uno de los países más emprendedores en Latinoamérica, que actualmente se encuentra desarrollando una imagen mediante la marca Perú.
Como vemos, en nuestro país, así como en muchos lugares del mundo, los Ingenieros industriales forman parte del avance de todo este sistema, en búsqueda de desarrollo sostenible.
Sin embargo, somos testigos que hoy, el motor de la economía de nuestro país está impulsado principalmente por actividades industriales netamente extractivas; son estas ¿impulsoras del desarrollo que perseguimos? ¿Qué consecuencias están generando? ¿Qué estamos haciendo al respecto?
A partir de promoción de investigación aplicada e interdisciplinaria, la sinergia entre la Universidad, Estado, Empresa y la calidad en la formación de un ingeniero industrial; conceptos a los que en su conjunto denominaremos “Ingeniería Industrial Integrada”, buscaremos aportar a conseguir el tan ansiado desarrollo sostenible.
La comisión organizadora UNT presenta la propuesta de sede para la duodécima cuarta edición del Congreso Nacional de Estudiantes de Ingeniería Industrial – CONEII 2014: “Contribuyendo al desarrollo sostenible en el Perú mediante la aplicación de la Ingeniería Industrial Integrada”, y cuyo principal objetivo es el desarrollo e interiorización de este concepto dentro del contexto de la realidad peruana y global, a través de una participación activa de los asistentes.

Al finalizar el congreso, se espera que los participantes planteen estrategias que permitan aplicar el concepto de Ingeniería Industrial Integrada cotidianamente en las distintas realidades en las que se desenvuelven. Es nuestro compromiso brindar un Congreso de calidad que marque un hito para futuros congresos y que comprometa a los involucrados a hacer de la Ingeniería una herramienta eficaz para el desarrollo sostenible.

Visión

Hacer del XXIV Congreso Nacional de Estudiantes de Ingeniería Industrial un evento que marque un hito entre el paso de la Ingeniería Industrial Tradicional a la Ingeniería Industrial Integrada, que comprometa a los involucrados a hacer de la Ingeniería una herramienta eficaz para el desarrollo sostenible.

Misión

Somos el evento que busca contribuir al desarrollo y aplicación del concepto de ingeniería industrial integrada mediante la concientización y participación de los estudiantes de ingeniería industrial a través de ponencias, debates, foros, ferias, visitas a empresas y otras actividades de índole académico, promoviendo la investigación aplicativa, la ingeniería interdisciplinaria, la sinergia universidad, estado, empresa y la calidad de la formación de un ingeniero industrial; para el desarrollo sostenible.

Objetivo General

Promover a través del XXIV Congreso Nacional de Estudiantes de Ingeniería Industrial el desarrollo y aplicación del concepto de ingeniería industrial integrada para el desarrollo sostenible, mediante la participación activa de los asistentes.

Objetivos Específicos

* Alcanzar la sinergia Universidad, Estado, empresa mediante la sensibilización y concientización de los estudiantes de Ingeniería Industrial respecto a la problemática social nacional y global. * Promover y potenciar la investigación aplicativa e interdisciplinaria en los estudiantes de Ingeniería Industrial como una opción viable para complementar conocimientos y alcanzar mejores resultados en el menor tiempo, de tal forma que se genere alternativas para lograr el Desarrollo Sostenible en el Perú. * Promover la calidad en la formación de un Ingeniero Industrial a través de ponencias de alto nivel académico, que les transmitan a nuestros participantes conocimientos vanguardistas en temas ingenieriles y de gestión empresarial. * Brindar espacios de concertación y diálogo que fomenten la integración entre los participantes.

PROPUESTA ACADÉMICA
Año tras año y a pesar de las pasajeras ilusiones por el alza de los precios de las materias primas, los países en desarrollo, en su mayoría, se alejan cada vez más de los países desarrollados desde un punto de vista económico.

Quien quiera buscar culpables de esta situación en los países en desarrollo, puede fácilmente acusar a las clases dirigentes que han estado a cargo de los pueblos en los pasados cincuenta años, puede también hablar de la mala redistribución de las riquezas, y así sucesivamente podemos ir buscando muchas posibles causas de nuestro problema para luego apuntarlas con un dedo acusador.

Hoy en día la riqueza de los pueblos está basada en la generación y en el adecuado manejo del conocimiento. Si dentro de 50 años alguien pregunta por qué desaparecieron algunos países, a la hora de buscar culpables, no bastará con señalar a los actuales dirigentes; en ese momento deberíamos mirarnos de forma acusatoria entre nosotros mismos, pues somos nosotros los llamados a desarrollar conocimiento y emplearlo para generar competitividad en nuestro país.

Repasemos lo que dicen Santiago Malvicino y Roberto Serra al respecto:

“Entramos en una era completamente distinta de la que conocimos. El gran cambio lo está marcando la transición del paradigma de la sociedad industrial al paradigma de la sociedad del conocimiento.
Aumentar la productividad tratando de optimizar la fragmentación del trabajo o aplicando esquemas tradicionales, ya no es la solución. La revolución de la productividad así entendida ya se agotó. La nueva era del trabajo implica la aplicación del conocimiento como la nueva fuente de creación de valor y riqueza.
La generación de valor agregado, vía conocimiento, es la innovación y la mejora de los productos y servicios de la empresa que provienen de la inteligencia y la creatividad de las personas.”

En en los últimos años, en el Perú, el panorama social, económico y político ha ido mejorando lo cual se ve reflejado en el incremento de IDH así como en el hecho de que Perú es considerado según Latin Business Chronicle como el tercer mejor país en América Latina para hacer negocios. El incremento de los tratados de libre comercio, la reducción de la pobreza que pasó de 55% a 27% y la disminución en casi 2.5% de la tasa de desempleo son indicadores de que nos encontramos en un buen momento; sin embargo, el panorama cambia si nos hacemos la pregunta ¿cuánto va a durar?

Es así como caemos en cuenta de que si deseamos contribuir a disminuir la gran brecha que es evidente al compararnos con los países más desarrollados, debemos trabajar en pos de un DESARROLLO SOSTENIBLE, en el que el actor principal no sea únicamente el Estado, las empresas o las universidades; sino en el que se forme una sinergia entre estos tres entes apuntando hacia un mismo objetivo.

Es por esto que nosotros apostamos por la INGENIERÍA INDUSTRIAL INTEGRADA como una forma de contribuir al Desarrolllo Sostenible. Este concepto abarca los tres ejes que se presentarán a continuación, los mismos que serán tratados en el CONEII Trujillo 2014 como parte de nuestro compromiso con el desarrollo de nuestro País.

1° eje temático: Alcanzar la sinergia Universidad, Estado, Empresa
Las empresas son organizaciones que para permanecer vigentes en el mercado necesitan vender productos y/o servicios que generen valor a sus clientes. Para lograrlo necesitan personal calificado que brinde una cuota constante de innovación a su trabajo así como del desarrollo de nuevos productos.
Las universidades son entidades que poseen una gran cantidad de recurso humano abocado a tareas de generación y transmisión de conocimientos. Será muy difícil, por no decir imposible, encontrar una empresa u otra institución que reuna en sus instalaciones a 10 000 personas que se dediquen principalmente a labores académicas. Esto convierte a la Universidad en la principal fábrica de conocimientos a nivel mundial.
El Estado es el llamado a velar por el bienestar y tranquilidad de su población mediante la adecuada reinversión de los recursos recaudados mediante la tributación.
Sabido esto, ¿cómo es que se deberían relacionar estos entes para lograr el Desarrollo Sostenible en el Perú?
La universidad debe vincularse al sector productivo, debido a que es la academia, la llamada a generar nuevos conocimientos, a su comprensión, divulgación y transferencia a los sectores y organizaciones que los requieran.
Desde esta perspectiva, es el conocimiento el factor clave para producir bienes y servicios diferenciados y de alto valor agregado, capaces de mejorar la productividad y la competitividad tanto a nivel de empresa como del territorio. Es por ello, que las empresas, si quieren ser más competitivas, deben acercarse a las universidades y sellar esa alianza estratégica, en aras de fortalecerse competitivamente. En este proceso, el Estado, se constituye en un actor primordial y facilitador para que ocurra esta compenetración entre la Universidad y la Empresa mediante la inserción de capital para mejorar la infraestructura educativa y la elaboración de políticas que permitan el desarrollo de las iniciativas empresariales en el país.
En el entorno actual, existen dificultades para que los empresarios entiendan que son las universidades las que tienen las capacidades de respuestas y de solución a esos problemas que día a día los afecta y que les imposibilita crecer en el mercado. A su vez, que las universidades entiendan que son las empresas las que tienen la experiencia y conocen las adversidades del mercado en el que se desenvuelven, por lo tanto, sólo si se logran acercamientos y fortalecimientos en las relaciones entre estos dos importantes actores de la economía, pueden las empresas asegurar sus fortalezas frente a los competidores, proteger sus debilidades y mejorar su desempeño, de manera que puedan explorar las oportunidades y neutralizar las amenazas. Así mismo, generar nuevos productos y servicios de alto valor agregado, y crear procesos innovadores, que permita tener unas unidades productivas más competitivas.

2° eje temático: Promover y potenciar la Investigación aplicativa e interdisciplinaria
Un poeta antioqueño escribió: "Ninguna profesión tan terrestre y tan ligada al adelanto de los pueblos como la ingeniería: es como la mano con que los pueblos construyen su propia existencia navegable y transitable, su destino fluyente, una unidad y sus posteriores desbordamientos universales...Mas los ingenieros no son hombres extraños e inalcanzables. Son hombres, simplemente, antes que ingenieros y en ello radica su mayor riqueza. Son sus obras proyecciones de su condición humana y de sus sentimientos de solidaridad. En diversas formas se acercan a sus semejantes y patentizan su presencia y su ánimo de servir a la comunidad"
Un “problema” de la comunidad desencadena un enfoque interdisciplinario porque actúa como un foco que unifica las varias disciplinas incluidas; así mismo, exige que la investigación realizada para solucionar este problema sea investigación aplicada. El empleo, la energía, el ambiente, el transporte, la salud, el planeamiento urbano, etc. son todos problemas propuestos por las comunidades que abren la puerta a la combinación de varias disciplinas, en particular a la ingeniería y las ciencias humanas.
El avance del Perú aún está muy por detrás de los países más industrializados. Los países que más avanzan en términos de PBI per cápita son los que invierten más en investigación, desarrollo e investigación (I+D+I). Es curioso observar como Corea era un país inviable económicamente a inicios de la década de 1980 y hoy es una potencia mundial sin tener cuantiosos recursos naturales.
Para dejar de ser un país principalmente dedicado a la industria extractiva debemos generar productos con valor agregado; es por esto que necesitamos realizar investigación aplicada e interdisciplinaria que genere patentes viables comercialmente y por ende rentables.
3° eje temático: Promover la calidad en la formación de un Ingeniero Industrial
Es clara la importancia del conocimiento, pero es interesante notar que en los numerosos escritos que se publican acerca de lo que es y lo que será la era de las nuevas tecnologías informáticas, estas se refieren a experiencias de empresas y no le han dado demasiada importancia al papel de las universidades. Surge entonces una pregunta: si las universidades son las organizaciones que manejan el conocimiento y la investigación de manera más amplia y general, ¿no debería cumplir un rol protagónico en esta nueva era?
Cuando se revisan los estatutos de las universidades en cualquier parte del mundo, es recurrente encontrar tres grandes objetivos. En primer lugar se reconocen en su gran mayoría como instituciones que forman egresados con una elevada calidad académica. En segundo lugar, mencionan como un tema inherente a la organización universitaria a la investigación; y en tercer lugar se menciona como muy importante la labor de proyección social y de extensión universitaria.
De manera explícita o implícita también se asume que la universidad responde a las necesidades de la sociedad y que ella guía las decisiones y orientaciones de la institución.
Sin embargo, si nos ubicamos en el lugar de la mayoría de universidades del país, lo que encontramos es la siguiente situación:

Debemos aceptar que hay una gran diferencia entre los resultados que obtienen las universidades y sus objetivos principales. Dado este contexto, ¿es posible que estas universidades formen ingenieros industriales de calidad? ¿por qué sucede esto? ¿qué podemos hacer nosotros para reducir la diferencia entre lo deseado y lo conseguido?

Nosotros como Ingenieros Industriales podemos hacer la diferencia (LOGO CONEII 2014), este CONEII Trujillo 2014 será un evento Hito, que hará que todos los Industriales seamos parte del cambio al pasar de la ingeniería tradicional a la Ingeniería integrada.

...Going the Distance in Nursing Education In the dynamic world of increasing health care technology, specialized care units, and higher acuity patients, the nursing profession must upgrade its currently accepted Associate’s entry level degree to a higher beginning educational level in order to meet the needs and demands of today’s sicker clients. Although the National League for Nursing (NLN) has stated Associate degree nursing programs account for the majority of new graduate nurses, the general public and the medical profession are continuously baffled by the varying academic programs [diploma, associate degree, and baccalaureate degree], as each directs the participant towards licensure and entry level nursing positions (National League for Nursing, 2003) (Creasia & Friberg, 2010). Part of this public tumult stems from the American Nurses Association (ANA) designating, but not enacting, the BSN as a Registered Nurse’s starting point as far back as the 1960’s (Creasia & Friberg, 2010). While it can be agreed ADN nursing programs do produce excellent graduates, nurses holding Bachelor degrees have a higher success rate in patient care. Business Research Ethics Elizabeth McUne RES/351 January 14th, 2013 Abdulhamid Sukar Business Research Ethics In the article “Conflicted Medical Journals and the Failure of Trust” the issue of pharmaceutical businesses and their research, and how it is presented is outlined. The article covers one of the largest controversies with business research conducted by GlaxoSmithKline (GSK) and how the results were skewed and then reported by many medical journals as fact, even though the research did not support what was reported. The study was GSK 329, which showed a particular drug to be effective in adolescents with depression, even though the testing showed otherwise. (Jureidini & McHenry, 2011) The biggest unethical behavior that was demonstrated by GSK, and medical journals was the skewing of results of a study. Medical journals published articles that misrepresented the findings of GSK’s research. Internal reports by the company showed that their trials of the drug had failed to benefit adolescents with depression, and positively showed that there were negative results.
