These determinants are mainly dependent on the activities of specific entities which are responsible for the tourism policy. Tourism policy may however be understood as an influence of the government and other entities on tourism. This is realized within the framework of the general economic policy of the country or state. This may consistsof economic and non-economic factors and a selection of measures and methods which are essential to its realization” (Borzyszkowski, 2005).Institutions which deal with the tourism policy of a given country play an essential role in modern tourism. These institutions have come to be known as destination marketing organizations. In most European countries these organizations were previously known as national tourism organizations (NTO). These organizations are responsible for the formulation of national tourism policies. That is, the national tourism administration (NTA) and the national tourism organization (NTO) / destination management organizations (DMOs)(Borzyszkowski, 2005). The firstis a government administration body which is responsible for formulating the tourism policy within the framework of the general economic strategy of the country`s administration (Zawistowska, 1999). The UNWTO (Tourist Images, 1979) introduced the term national tourism administration (NTA) as: “the authorities in the central state administration, or other official organization, in charge of tourism development at the national level”.
