El Secretario de Relaciones Exteriores.
Un actor clave en la política exterior de México en la primera parte de la administración de Vicente fax fue el secretario Jorge Castañeda. Por los enfrentamientos que tuvo con los medios de comunicación, su figura fue muy controversial frente a la opinión pública. Los problemas surgieron cuando en una gira por estados unidos el secretario comento que los periodistas mexicanos eran ignorantes porque no leían los editoriales del NEW YORK TIMES. El incidente sesito una campaña de los medio contra Castañeda. La arrogancia y la falta de sensibilidad política le trajeron muchos problemas al primer secretario de relaciones exteriores de Fox frente a los medios de comunicación.
